Delaware Man Arrested for Home Improvement Fraud

A 58-year-old man from Georgetown, Delaware, named Dave Moncavage, has been arrested by the Delaware State Police for committing home improvement fraud. Moncavage operates a business called Advanced Interiors and has been under investigation by Troop 4 Financial Crimes Detectives since October.
The investigation revealed that Moncavage had accepted over $24,000 in payments from two victims for construction jobs but failed to complete the work as promised. This led to multiple complaints and suspicions regarding his business practices.
On Wednesday afternoon, a trooper stopped Moncavage while he was driving his white Ford F-150 on Mount Zion Road in Seaford, after the vehicle had lost a load of material. During the stop, Moncavage was identified and arrested for outstanding warrants related to home improvement fraud and capias.
A subsequent search yielded drug paraphernalia, and Moncavage was processed at Troop 5. He faces several charges, including home improvement fraud and possession of drug paraphernalia, and has since been released on a $5,000 unsecured bond.
