Couple in custody on child neglect charges - WV MetroNews

KINGWOOD, W.Va. -- State police have arrested Chester Keen, 47, of Grantsville, Maryland, and Brittany Nelson, 28, of Kingwood, for child neglect following a disturbing report about their living conditions.

Authorities were alerted to the situation when two children, dressed in minimal clothing, were found in the road during frigid 30-degree weather with snow on the ground. This prompted an immediate investigation by troopers.

Upon arriving at the couple's residence, police described the environment as disarrayed, unsanitary, and overall disgusting. The conditions inside were deemed hazardous, with the only source of heat present being an open stove.

Both Keen and Nelson are currently being held at Tygart Valley Regional Jail, with bail set at $50,000 for each of them. The case highlights serious concerns regarding the welfare of the children in their care.
