Retail theft ring busted, suspects targeted luxury fragrances at Ulta Beauty

Three individuals have been arrested in connection to a retail theft ring in Anne Arundel County, Maryland, according to police. The suspects were involved in a series of thefts across various retail locations, targeting luxury fragrances at Ulta stores in Annapolis, Gambrills, and Pasadena between August 2024 and March 2025.

The theft ring is believed to have caused approximately $190,000 in losses, with the suspects executing their crimes swiftly by entering the stores, stealing the items, and leaving before law enforcement could respond. A timeline of their activities reveals multiple thefts predominantly focused on Ulta Beauty locations.

Detectives investigating the incidents identified several vehicles linked to the thefts. Their investigation culminated in the capture of the suspects when one of the cars was spotted in a parking garage at the Annapolis Mall.

The suspects include 21-year-old Damari Cousar, who faces multiple charges including motor vehicle theft and grand larceny, as well as Rasaan Washington, who has several outstanding warrants alongside similar charges. A 17-year-old boy was also arrested and charged for his involvement in the thefts.
