3 suspects arrested for string of Ulta store robberies across DMV, over $190,000k in losses

Three suspects have been apprehended in connection with a large-scale theft operation targeting Ulta stores across the DMV area, resulting in over $190,000 in losses. The operation specifically focused on luxury fragrances, with the thefts occurring at Ulta locations in Maryland and Virginia.
The Fairfax County Police Department, in collaboration with several local police agencies—including those from Anne Arundel County, Prince William County, City of Fairfax, and Montgomery County—successfully disrupted this organized retail theft crew, which has been linked to incidents dating back to the summer of 2024. The suspects engaged in quick thefts, stealing premium fragrances before fleeing the scene ahead of law enforcement.
Among those arrested is Damari Cousar, 21, from Washington D.C. He is facing numerous charges, including armed robbery in Montgomery County, grand larceny in Prince William County, and conspiracy to commit larceny in Fairfax County. Cousar is currently being held without bond as he awaits extradition.
Another suspect, Rasaan Washington, 28, also from Washington, D.C., has been charged with felony destruction, grand larceny, and conspiracy to commit larceny in Montgomery County. He was arrested on previous warrants and is likewise being held without bond. Additional charges are anticipated for both Cousar and Washington.
A 17-year-old male has also been identified as part of the organized theft scheme. He faces charges including rogue and vagabond, unlawful taking of a motor vehicle, and unlawful removal of a motor vehicle in Anne Arundel County, with further charges likely forthcoming.
