Resorts World casino in Las Vegas fined $10.5M in money-laundering case

LAS VEGAS - The Nevada Gaming Control Board has levied a significant $10.5 million fine against Resorts World casino on the Las Vegas Strip for allegations of engaging in illegal gambling activities. These accusations involve a bookmaker linked to the interpreter of baseball superstar Shohei Ohtani and highlight the casino's failure to monitor patrons with connections to illegal gambling and those with felony convictions for gambling-related offenses.

This fine is notable as it represents the second-largest penalty imposed by the Nevada Gaming Commission, which oversees disciplinary actions within the state’s gaming industry. While Resorts World and its parent company have decided not to admit or deny the allegations as part of the settlement agreement, they have committed to implementing changes in leadership and enhancing safeguards against money laundering.

Central to the allegations is Mathew Bowyer, a Southern California bookmaker who allegedly placed thousands of sports bets through the casino. Bowyer has already pleaded guilty to operating an illegal gambling business and is awaiting sentencing. The Nevada Gaming Control Board's complaint asserts that Resorts World permitted Bowyer to gamble on 80 different days over a span of roughly 15 months, failing to verify the legitimacy of his funding sources.

During this period, Bowyer reportedly lost more than $6.6 million while receiving various incentives from the casino, including gifts, discounts, and even flights on its private jet. The complaints against Resorts World also included multiple counts of failing to distance themselves from individuals suspected of illegal bookmaking, as well as failures by casino hosts to report such activities.

Additionally, there are allegations of extending credit to numerous individuals with documented histories of illegal gambling or affiliations with organized crime, including those previously convicted of running illegal gambling operations. As Resorts World navigates this significant regulatory challenge, the implications of these findings may lead to stricter oversight and regulatory compliance across the state's gaming establishments.
