Man accused of raping, assaulting 2 unhoused women; Portland police seek more victims

A man named Paul Clay Jr., 49, was arrested in Portland on Thursday, facing multiple charges of rape and assault against two women. The Portland Police Bureau reported that the investigations into the allegations revealed disturbing details about Clay's actions.
The first reported incident occurred on June 26, 2023, when an unhoused woman claimed that Clay lured her to his apartment under false pretenses. Once inside, he allegedly threatened and coerced her into sexual activity, subjecting her to physical and sexual assaults multiple times. She managed to escape while he was asleep.
A second victim reported on April 22, 2024, that Clay offered her shelter in his apartment when she was in need. After several days, her family reported her missing. When she found out that she was listed as missing, Clay reportedly became violent, leading to further physical and sexual assaults before she finally managed to escape and contact the police.
Clay is currently in custody at the Multnomah County Detention Center, where he faces serious charges. The police have also spoken to witnesses who reported interactions with several distressed women leaving Clay’s apartment, indicating the possibility of multiple additional victims.
