Registered sex offender arrested after taking photos up teen's skirt at mall: Warrants

A convicted sex offender residing in Lynchburg, Glenn Xavier Wharton, was arrested for allegedly taking unauthorized photos up the skirt of an 18-year-old woman at River Ridge Mall. According to court documents obtained by ABC13, the incident occurred on March 19, when Wharton was seen not only targeting the victim but also attempting to take pictures of another woman's body in a nearby store, TJ Maxx.
Witnesses, including the victim, confronted Wharton about his actions. The documents detail that he reacted aggressively and confrontationally, verbally attacking the victim with degrading slurs before fleeing the scene in his vehicle. In a dramatic follow-up, the victim's father attempted to chase Wharton, reportedly colliding with another car while running traffic signals.
Wharton was apprehended four days later, facing multiple serious charges including unlawful creation of videos or images of another person, assault, and reckless driving. This is not Wharton's first run-in with the law; he has been listed on the Sex Offender Registry since 2002 and is currently on federal probation as a registered violent sex offender.
During court proceedings, a judge denied Wharton's bond, characterizing him as a danger to the community and a potential flight risk. The prosecution highlighted Wharton’s lengthy criminal history, which spans five states, emphasizing the risks posed by his status as a registered sex offender.
The defense argued for his release under strict conditions, including a ban from the mall and a curfew with a secured bond. River Ridge Mall has issued a statement regarding the incident, reaffirming their commitment to the safety and wellbeing of shoppers.
