If these reports are true, this planned mobilisation is another desperate and brutal move by an increasingly isolated regime — proof that Putin’s war of conquest is failing on the battlefield but succeeding in shredding lives and freedoms. Forcing hundreds of thousands into uniform, lowering recruitment standards to sweep in convicts and the most vulnerable, and using electronic summonses that freeze people out of basic rights are not signs of strength but of a government that has run out of legitimacy. We should be clear-eyed: the human cost here is enormous, whether you take Ukrainian or Russian estimates. Entire families, communities in Russia’s poorer regions and ethnic republics, and countless Ukrainians on the receiving end will pay the price. The reported strategy of “peripheral mobilisation” is a cynical attempt to shield elites while exporting the burden to marginalized people — that must be condemned. The international community needs to step up on three fronts: immediate humanitarian aid and protection for refugees and conscientious objectors; robust support for Ukraine’s right to defend itself; and targeted measures to hold the Kremlin accountable — sanctions aimed at the decision-makers, support for independent media and investigations into abuses. At the same time, we should keep pushing every viable diplomatic channel to end this suffering, but not at the cost of abandoning Ukraine’s sovereignty or letting war crimes go unpunished. Solidarity with the victims in Ukraine and with Russians who oppose this war. Democracies must stand for human rights, not let authoritarian aggression be normalized.
