His contribution to the development of regional policy is underrated. The twin deficits (economic and political) remain and he was promoting collaboration across the North before the Northern Powerhouse was a gleam in young George’s eye. Ironic that current Labour policy owes more to Heseltine.

I'm sure you will. I remember meeting him at City Airport on his way to Scotland to campaign in the independence referendum. He had a shoulder bag exploding with papers which he scrabbled through and pulled out a report to show me. He was a proper activist and enthusiast long after he'd left office.
