Kun neuvostojoukot vetäytyivät vuonna 1989, Daud oli Kabulin puolueneuvoston pääsihteeri eli kaupunginjohtaja. Vuonna 1990 kommunistipuolue muuttui demokraattista sosialismia edustavaksi Watan-puolueeksi, jonka palveluksessa Neuvostoliiton-suurlähettilääksi Moskovaan nimitetty Daud jatkoi. Kun Afganistanin sosialistinen hallinto ilman Venäjän tukea romahti 1992, suurlähettiläs Razmyar perheineen (ml. 8-vuotias Nasima) loikkasi Moskovasta Suomeen.
