Die Geschäftsordnung des Thüringer Landtags ist eindeutig: „Scheidet ein Mitglied des Vorstands aus seiner Fraktion aus, so verliert es seine Mitgliedschaft im Vorstand“, § 2 Abs. 4 GO Thüringer Landtag. Wenn sich gleich eine ganze Fraktion auflöst, gilt das doch erst recht. Dass der Landtagspräsident und auch Herr Quasebarth selbst ernsthaft vertreten haben, Quasebarth könne doch einfach Vizepräsident bleiben, ist absurd.
