Chris Coons: My concern, Secretary, is that you have achieved a series of tactical victories, but you are on the brink of a strategic loss. Speaking about our dependence on our partnerships, I will simply say - at a time when Russia and China, North Korea and Iran are aligning and we do not have a clear strategy or clear answers, our best strategic path would be to work more closely with Ukraine and our real values-based allies, our treaty partners in the Western Pacific and Europe, and together find a way out of the crisis rather than criticize and intimidate them for not participating in a war they were not informed or engaged in prior to its start.
