the optimal strategy on redistricting is so blindingly obvious that I’m surprised more people haven’t discussed it: we move forward with a national gerrymandering ban in Congress and tell republicans that if they filibuster/veto it, we will gerrymander MD, WI, PA, AZ, CO, NJ, and NY
