Voy a meterle la mano de frente a los abusos y sobrecostos que hoy golpean el bolsillo de millones de conductores colombianos. Voy a proponer al Congreso reducir hasta en un 50 % el valor actual de las multas de tránsito. Una infracción debe tener una sanción proporcional; no puede convertirse en una condena económica para una familia colombiana. Voy a acabar con el absurdo requisito de la llamada “casa cárcel” para habilitar los Centros Integrales de Atención y con las barreras que han favorecido monopolios alrededor de los cursos para obtener descuentos en las multas. Buscaré reducir en un 25 % el costo asociado a estos cursos y fortalecer a las autoridades de tránsito para que puedan impartirlos directamente. Voy a revisar y buscar reducir el costo de las licencias de conducción, eliminar costos innecesarios asociados al trámite y aumentar su vigencia a 8 o 10 años. Voy a ponerle freno al negocio de las fotomultas. Endureceré los controles para su autorización porque para mí primero están la vida y la seguridad vial, jamás el afán de recaudo. También estableceré parámetros claros para la calibración de los equipos, para evitar que los colombianos terminen pagando multas producto de mediciones defectuosas. Voy a ordenar una revisión integral del RUNT y el SIMIT para identificar duplicidades y buscar eliminar o reducir sustancialmente las tarifas que les cobran a los colombianos. Y voy a revisar el costo y la periodicidad de la revisión técnico-mecánica, incluyendo la decisión que redujo de seis a cinco años el plazo para los vehículos nuevos. Mi propósito es claro: reducir cargas y costos innecesarios para la gente. No voy a permitir que el Estado se convierta en una máquina de cobrar, multar y exprimir al ciudadano. Donde encuentre monopolios, sobrecostos, trámites absurdos o negocios montados alrededor de la necesidad de la gente, voy a actuar.
