Cuba’s Economic Failure: Beyond the Embargo For more than six decades, Cuba’s poverty has often been explained by one claim: America’s embargo made the country poor. Repetition, however, is not evidence. A study “The Forsaken Road: Reassessing Living Standards Following the Cuban Revolution and the American Embargo,” by Bastos, Geloso and Bologna Pavlik, published in the Journal of Development Economics challenges this narrative by separating three factors: the Cuban Revolution, the American embargo, and the extensive economic support Cuba received from the Soviet Union. Their findings show a major economic divergence. Correcting weaknesses in Cuba’s GDP statistics makes the gap larger, not smaller. When Soviet assistance is excluded, Cuba’s relative performance looks even worse. For decades, central planning was heavily subsidized by an economic superpower. After the Soviet Union collapsed in 1991, that support largely disappeared, exposing the system’s underlying weaknesses during the “Special Period.” This does not mean the American embargo was harmless. Trade restrictions impose real costs, and a 2026 critique by Francisco Rodríguez argues that the study may underestimate the embargo’s effects. Still, an embargo can make a bad economic system poorer without being the reason the system is dysfunctional. Cuba did not adopt central planning because of the embargo. The Revolution restricted private property, nationalized businesses, displaced markets with political allocation, and transferred economic decisions to the state. Cuba’s history is therefore not merely a story of American sanctions. It is also a demonstration of what happens when a market economy is replaced by political allocation and then subsidized for decades by an external power. The embargo’s costs deserve serious measurement, but it should not become an alibi for an economic system whose institutions produced persistent failure. The central question remains: Why did Cuba remain economically dysfunctional even during decades of extraordinary Soviet support?

Bij dit soort lange vluchten maakte ik er altijd een gewoonte van om een vlucht in de avond te boeken, bij voorkeur business-class, zodat ik kort na het opstijgen kon proberen om de slaap te vatten, uiteraard met de insteek dat ik dan uitgerust in New York zou arriveren. Helaas had ik maar drie dagen om de stad te verkennen omdat ik later die week in San Francisco moest zijn voor een conferentie over de laatste ontwikkelingen in de computerindustrie. Pakweg acht uur na wheels-up in Amsterdam landden wij op JFK Airport en nog geen half uur later zat ik, samen met m’n bagage, in een taxi onderweg naar downtown New York. De taxichauffeur, hij had zich voorgesteld als Joe, kwam uit Queens, zijn onmiskenbare accent liet daar geen enkele twijfel over bestaan. Joe was een sympathieke dertiger die duidelijk positief en vol in het leven stond, dat bleek overduidelijk uit zijn houding en manier van praten. Nadat hij begreep dat ik uit Nederland kwam vroeg hij mij vervolgens de oren van het hoofd over het Nederlandse drugsbeleid, de coffeeshops in Amsterdam en uiteraard, hoe kon het ook anders, de wereldberoemde Rosse Buurt. Terwijl we het hadden over de schaars, en uitdagend, geklede dames achter glas op de Oudezijds gaf hij mij zijn visitekaartje en deed hij z’n zonnebril half naar beneden terwijl hij, over de rand van z’n bril, mij een vette knipoog gaf en op het hart drukte dat ik hem kon bellen als ik behoefte had aan wat ‘gezelschap’. Hij voegde eraan toe dat ik hem daarnaast ook dag en nacht kon bellen op datzelfde nummer als ik ergens naartoe wilde in New York. Ik bedankte hem vriendelijk en glimlachte terwijl ik hem op het hart drukte dat ik geen behoefte had aan het gezelschap waar hij op doelde. Terwijl we Manhattan binnen reden, en de wolkenkrabbers aan weerszijden voorbij schoten, was Joe inmiddels al halverwege z’n levensverhaal. Van zijn aanmelding bij het Amerikaanse leger op zijn 19e, zijn eerste huwelijk, tot aan de dagelijkse beslommeringen van een taxichauffeur in New York. Terwijl Joe honderduit vertelde en ik af en toe vragen stelde werd mijn blik gevangen door de Twin Towers in de verte, een niet te missen aanblik van twee gigantische kolossen die overal bovenuit staken. Ik kan me nog goed herinneren dat de ingeving die ik toen kreeg mij altijd is bijgebleven. De Twin Towers gaven mij het gevoel van twee imposante bewakers, bewakers die dag en nacht de wacht hielden over de inwoners van New York, onverzettelijk en altijd waakzaam. De taxi stopte bij het Marriot-hotel op Times Square waar ik een kamer had geboekt. Terwijl ik uitstapte en Joe mijn bagage uit de achterbak haalde, liet ik alles even op mij inwerken, dit was tenslotte het kloppende hart van New York. Nadat ik mijn bagage van Joe had aangepakt en hem $20 fooi had gegeven liep hij terug naar zijn taxi waarbij hij met z’n hand het ‘bel-mij’ gebaar maakte terwijl hij breeduit lachte. Ik stak eveneens breeduit lachend en enthousiast m’n duim op terwijl ik de lobby van het hotel in liep, er vanuit gaande dat ik Joe nooit meer zou spreken. De reden dat ik gekozen had voor het Marriot-hotel was uiteraard vanwege de ligging en het magnifieke uitzicht over New York. Dit uitzicht viel absoluut niet tegen nadat ik op de één na bovenste etage was aangekomen en de gordijnen van m’n hotelkamer open had gedaan. Integendeel, het was alles waar ik op gehoopt had, wat een prachtige stad en wat een uitzicht. Het was een jaar later dat die imposante Twin Towers, die decennialang zo bepalend zijn geweest voor de skyline van New York, letterlijk geveld werden door een niet aflatende haat tegen het Westen, op islamitische leest geschoeid terrorisme, een Jihad tegen Amerika en het Amerikaanse volk. Vaak heb ik mij toen afgevraagd hoe het Joe de taxichauffeur is vergaan op 11-september 2001, en of hij getuige is geweest van deze tragedie terwijl deze zich letterlijk voor zijn ogen afspeelde? Ik had zijn visitekaartje bewaard en al eens een poging gewaagd om een email te sturen naar het adres wat erop stond, maar dat adres bestond helaas niet meer. Pas een jaar later, wederom rond 11-september, heb ik toch de moed bij elkaar geraapt en z’n nummer gedraaid. Ik ging ervan uit dat dit nummer waarschijnlijk ook niet meer in gebruik zou zijn en mocht dat wel het geval zijn dan was mijn inschatting dat de kans dat hij zich onze ontmoeting zou herinneren wel heel erg klein zou zijn. Toen de telefoon overging en een stem met een overduidelijk accent uit Queens opnam, een stem die ik overigens meteen herkende, vroeg ik direct op de man af of hij zich die Nederlander nog herinnerde van een taxi rit naar het Marriot-hotel van een aantal jaar geleden? Het duurde een paar seconden voordat hij enthousiast reageerde met ‘Of course I remember you, the Red-Light District guy from the Netherlands’, wat mij gelijk breeduit deed glimlachen. Zo begon een geanimeerd gesprek dat veel langer duurde dan de taxirit van JFK Airport naar het hotel van een aantal jaar geleden. Een geanimeerd gesprek waarin Joe al vrij snel met een regelmatig van emotie brekende stem vertelde over wat hij allemaal had meegemaakt op die dinsdag in september, toen ruim twee jaar geleden. Joe was letterlijk en figuurlijk getuige geweest van zowel het allerbeste als het allerslechtste waar de mensheid toe in staat is. Hij vertelde over hoe hij met zijn taxi gewonden naar ziekenhuizen had gebracht, hun letsel vaak veroorzaakt door vallend puin. Over hoe hij de chaos, paniek en angst heeft gezien in de ogen van de mensen die net hun vege lijf hadden weten te redden. Over hoe zijn neef, die onderdeel was van één van de brandweerkorpsen die in de eerste uren veel mensen uit de gebouwen heeft kunnen halen, uiteindelijk nooit is teruggevonden onder het puin. Joe’s stem sloeg over toen hij vertelde hoe trots hij was op zijn neef, en zijn collega brandweerlieden, die het ultieme offer hebben gebracht in hun pogingen om mensen uit de gebouwen te redden. Tijdens dit gesprek kreeg ik meerdere keren een brok in mijn keel en moest ik m’n tranen bedwingen toen ik Joe hoorde worstelen met z’n emoties terwijl hij zo goed mogelijk verslag deed van hetgeen hij had meegemaakt. Ik moet ieder jaar aan dit telefoongesprek denken als 11-september dichterbij komt. Dit gesprek van inmiddels ruim twintig jaar geleden, een indringend, persoonlijk en geëmotioneerd gesprek met een ooggetuige van 9/11 die op ground zero er alles aan gedaan heeft om het verschil te maken. Ik hoop dat het goed met je gaat Joe, dat je gelukkig bent en een positieve draai aan je leven hebt kunnen geven na deze immense tragedie.
