V brněnských Žabinách ze dne na den zmizela další alej. Prostě se ráno probudíte – a stromy nikde. Dodavatel IMOS ve videu říká, že se mu „konečně podařilo získat povolení ke kácení“. Jenže ani starosta městské části podle svého vyjádření o rozsahu kácení nevěděl. Avizovalo se odstranění několika stromů, ne holá ulice. Konkrétní případ teď prověřujeme. Jenže podobné situace se v Brně opakují tak často, že už dobře víme, kde je systémový problém. Velké rekonstrukce většinou neřídí městská část, ale magistrát a organizace města: investiční odbor, Brněnské komunikace, Odbor dopravy a další. Investiční záměr přitom může vypadat krásně. Zelená ulice, stromy, stín. Jenže potom vznikne zadání projektové dokumentace, které tyto priority nepřevede do konkrétních a měřitelných požadavků. A nikdo nehlídá, zda výsledný projekt odpovídá původnímu záměru. V záměru máte zelenou ulici. V projektu vykácíte alej. Další problém je koordinace. O výsledné podobě ulice nemohou rozhodovat jednotlivé technické profese izolovaně. Urbanismus, krajinářství, doprava, infrastruktura i správa zeleně musí vznikat společně – a někdo musí hlídat kvalitu celku. Pak přichází tlak na nejnižší cenu. Obhajuje se „dobrým hospodářem“, přestože levnější projekt může znamenat vyšší náklady na údržbu, opravy, přehřívání města i nápravu škod, které jsme si sami vytvořili. A nakonec uslyšíte: „Stromy se tam nevejdou.“ Jak upozorňuje arborista David Hora, technické „nejde“ málokdy znamená, že řešení skutečně neexistuje. Často jen znamená, že by bylo složitější nebo o něco dražší. Ve chvíli, kdy už je projekt hotový a peníze rozdělené, se nikomu nechce nic měnit. Proto musí být stromy prioritou už v zadání. Je zásadní rozdíl mezi požadavkem „udělejte maximum parkovacích míst a kam se vejdou, dejte stromy“ a požadavkem „ulice musí dosáhnout minimálně 15% zastínění korunami stromů“. V prvním případě jsou stromy zbytková položka. Ve druhém dostává projektant jasný úkol, který musí vyřešit. A potom je tu komunikace. Někdy může být kácení skutečně nutné. Město ale musí předem vysvětlit proč, v jakém rozsahu a jaká bude náhrada. Nemůže se stát, že se lidé ráno probudí do holé ulice a o zásahu neví ani starosta městské části. Nejde jen o stromy. Jde o to, kdo rekonstrukci zadává, jaké stanoví priority, kdo kontroluje projekt, jak spolu komunikují odbory a městské organizace a kdo nakonec vyhodnotí výsledek. Bez systematické přípravy, koordinace a kontroly kvalitní město nevznikne. Dokud Brno tyto procesy nezmění, budeme řešit jednu vykácenou ulici za druhou. Vždycky až ve chvíli, kdy už stromy leží na zemi. Politická vůle závisí i na tom, kolika lidem to začne vadit a jak hlasitě se ozvou. Je to prostě na nás.
