Que bien que la Agencia Nacional de Minería (ANM) del gobierno de Abelardo de la Espriella haya cambiado la política de Petro de bloquear la minería y le haya dado luz verde a la continuación de los trabajos exploratorios de la empresa AngloGold Ashanti (AGA) en el proyecto de minería de cobre (y oro) en Quebradona. Es bien conocido que ciudadanos de ingresos altos e influyentes, con viviendas de recreo y lotes para hacer más, se han opuesto a esta mina y también han movilizado a algunos sectores populares de la región. Pero hay que recordar que democracia es mucho más que poder votar: significa que todos los ciudadanos son iguales y que el interés general debe prevalecer sobre el particular. Así como hay que reformar la normativa de las consultas previas para que comunidades indígenas, afrocolombianas o campesinas, reales y legítimas o espúreas, no abusen de esa normativa o de falsos ambientalismos, tampoco es democrático que minorías de ciudadanos de altos ingresos impidan la realización de proyectos como la mina de Quebradona, que, vale la pena recordar, es subterránea. Esa mina es crítica para el bienestar de todos los colombianos, especialmente en estos momentos en que se necesitan tantos recursos para ganar la guerra, construir infraestructura, solucionar el problema fiscal, y estimular la inversión privada internacional entre otras en la minería, lo que no ocurrirá si no se dan señales claras de seriedad y cumplimiento de la Ley. En sus 20 años de operación, Quebradona pagaría al gobierno colombiano $4.500 millones de dólares en impuestos y regalías. Adicionalmente pagaría $160 millones de dólares a la alcaldía de Jericó. El cobre es un metal de importancia crítica en esta era entrante de la sustitución de combustibles fósiles por electricidad y de consumos enormes de electricidad por parte de la inteligencia artificial. Colombia tiene un gran potencial y podría ser uno de los principales productores de cobre del mundo. Pero ninguna de las grandes empresas mineras de Occidente va a venir a Colombia mientras no vean que Quebradona, en la que AGA ha invertido cientos de millones de dólares, se puede hacer. Ya Newmont, la más grande del mundo en oro (otro mineral de gran potencial en Colombia) salió de Buriticá y no quiere volver a Colombia.
