Puede decir el señor Henao porque con la ayuda del señor Hurtado suspendieron la compra masiva de fertilizantes y el plan posterior de producción y tránsito hacia los biofertilizantes? ¿Puede decir Abelardo por qué han suspendido los contratos para construir desalinizadoras en el Caribe? ¿Puede decirnos Abelardo y la ministra de Char por qué suspendieron la licitación de compra masiva de paneles solares en Gecelca, en A-ire y en el ministerio de energía? Puede decir el magistrdo del Consejo de Estado por qué congeló los recursos presupuestales que asigne para la emergencia que decrete porque sobrevenía el meganiño? ¿Por qué deja pasar el tiempo esperando que se evapore el agua de Colombia? ¿No sabe que esa pérdida de tiempo son vidas humanas? No sabe qué es la crisis climática que nos golpeará con su furia desde diciembre hasta abril del año entrante? Al final de mi gobierno le devolví al distrito de Santa Marta su empresa de acueducto. Le entregamos al distrito 1.6 billones de vigencias futuras de las que ya pueden usar 600.000 millones para adjudicar, solo queda un paso entre las empresas que construirán la desalinizadora para medio millón de habitantes. Santa Marta se dispara como polo turístico e industrial con el agua potable abundante para su población. Tendremos una megasequía afectando buena parte del territorio nacional hacia diciembre del 2026 y marzo del 2027 Es muy probable que nunca se haya observado una sequía de esa magnitud en la historia de Colombia. Medidas de mediano plazo a tomar y que adelanta ya este gobierno: TITULO I: ALIMENTACION. 1. Cuidar el agua dulce para agua potable a). Se concentran recursos del Fondo de adaptación y del Fondo vida para el viceministerio de Agua b) Se reparte el territorio a toda empresa que se inscriba con experiencia para la ejecución para comprar desalinizadoras, terminar pozos y terminar los acueductos ya estudiados. 2. Cuidar el agua dulce para producir alimentos. a). Se concentran recursos en la ADR para terminar obras de riego para agricultura. b), Se terminan las obras de liberación de los espacios del agua para las ciénagas el río Sinú, la Mojana y la depresión Momposina. c). Los recursos de emergencia del frente frío se invierten de inmediato en la recuperación de espacios del agua en las zonas del desastre d) Los recursos de emergencia por frente frio ártico para crédito subsidiado a agricultura, las tierras del Fondo Nacional de Tierras aún no entregadas, se invierten de inmediato e). La adición presupuestal y el presupuesto del 2027 se transforma en presupuesto para el meganiño para inversión pública agraria en la reforma agraria, construcción de utilización humana y agraria del agua, fertilizantes para alimentos, tasa subsidiada a la agroindustria de alimentos. subsidio fuerte a fertilizantes. f). Se prohíbe toda clase de crédito de fuente presupuestal a las actividades de ganadería en los llanos orientales y en tierras fértiles, a la caña de azúcar y a la palma africana, todo el crédito de finagro y Banco Agrario se destina a la producción de alimentos. Se impide la exportación de ganado hembra o terneras, no se.puede usar ganado hembra de menos de tres años para el sacrificio 3) Subsidio a fertizantes, se traslada de inmediato utilidades adelantadas de Ecopetrol, al fondo de subsidio de fertilizantes del Fondo de minagricultura. 4) se aumenta el programa de bono pensional a la tercera edad y el de subsidio a las mujeres madres de niños mayores de 6 años. TITULO II: ENERGIA 1. Se invierten todos los recursos asignados al programa Colombia Solar: a) Se desplazan los 8 billones de vigencias futuras aprobadas para terminar la adjudicación en curso en manos de GECELCA para el programa b). Se trasladan los otros 4 billones para que GECELCA o min energía y se abre lista de proveedores de empresas con paneles solares ya en stock, con posibilidad de traerlos a en seis meses y se les asigna territorios concretos para su ejecución en Colombia. c) Los recursos de emergencia económica por el frente frio de minvivienda para mejoramientos de las 33.000 viviendas delas víctimas de la emergencia climática por frente frio se articulan al presupuesto de este año de Colombia solar para que cada mejoramiento tenga paneles solares. d) se solicita a la CREG, adelantar la fórmula tarifaria ya aprobada para el año 2027 para que tenga vigencia inmediata con el fin de no perrmitir la especulación en la energía eléctrica. Cómo orden la constitución las tarifa se construye, de acuerdo al costo de generación de cada tecnología. Las medidas de corto plazo corresponden al proximo gobierno. Se solicita a la Contraloría y se ordena a las oficinas de control interno del gobierno auditar a fondo cada obra asignada. Las medidas de largo plazo consisten en lograr que toda la economía mundial deje de consumir hidrocarburos. De no lograr que la economía mundial se descarbonice rápidamente, Colombia y toda la zona Tórrida serán un desierto para el año 2070 y su población tendrá que migrar. Recomiendo al próximo gobierno para que no nos adelante la fecha del 2070, como predicen los estudios científicos mundiales, y cuidar el agua y no gastarla en petroleo #CambioClimático #Sequía #Agua
