Los datos documentados dibujan una trayectoria de alertas ignoradas, sumada a un vacío jurídico que el gobierno dejó instalarse. 📍 LO QUE YA ERA PÚBLICO SEMANAS ANTES Desde mediados de julio, los sindicatos de la Guardia Civil alertaban sobre unos efectivos desbordados. El presidente de Ceuta ya cifraba 1.500 llegadas en dos semanas, centros de menores al 1.600% de capacidad, y reclamaba una actuación "inmediata, decidida y enérgica". El CETI estaba saturado. No llegó ninguna respuesta estructural. 📍 LO QUE HABRÍAN REVELADO FUENTES DE INTELIGENCIA Según ciertos informes, se habría advertido de un riesgo de oleada migratoria masiva coincidiendo con la Fiesta del Trono marroquí. Un indicio habría reforzado la alerta: la llegada inusual de autobuses en gran número hacia Castillejos, considerada imposible de improvisar en pocos días. Estos elementos siguen sin confirmación oficial. ⚖️ EL FACTOR JUDICIAL: UNA PUERTA DEJADA ABIERTA El 8 de julio, el Tribunal Supremo dictaminó que los migrantes interceptados en el mar ya no podían ser objeto de una devolución inmediata, salvo que existieran dispositivos de contención marítima — la propia Sala señalaba esa vía legal. El gobierno tuvo más de tres semanas para activarla. No lo hizo. Resultado: las fuerzas de seguridad se vieron sin herramientas operativas para aplicar la ley, una situación imputable a la inacción política, no a la decisión judicial. 🔴 LA RESPONSABILIDAD POLÍTICA Tres fallos acumulados: ignorar la alerta del terreno, no cubrir el vacío jurídico identificado ya el 8 de julio, no activar la solución que la propia justicia señalaba.
