Now Sveriges Radio is reporting extensively on rapes against the elderly in home care. A couple of weeks ago I wrote about just this – about how elderly care has long functioned as a labor market for integration policy for newly arrived and immigrant labor. Some points from my review: • Elderly Minister Anna Tenje notes that elderly care has for too long been used as a labor market and integration policy arena: “Almost anyone has been allowed in.” • Foreign-born individuals account for 31.8 percent of the wage sum in care, compared to 19.1 percent in the economy as a whole. Care is the welfare sector with the highest proportion. • Of the over 20,000 unaccompanied men who arrived in 2015, 27.5 percent are now working in care, social services, and welfare – about 5,500 people. • Employers can receive very large government wage subsidies to hire, among others, newly arrived individuals. A home care entrepreneur describes to Fokus how employers are actively fed information about the support. • The Employment Service also states that the authority does not impose its own requirements for education, language, or suitability when someone is matched with elderly care: “It is the employer who sets the requirements.” • And the question that still lacks a proper answer: is there a connection between this recruitment and integration policy and the abuses? Om Thand Ringqvist means that a cooperation in a government would "collapse," one wonders how she and C have thought they could govern a country when they are dependent on each other anyway? The government "collapsed" last time when C was involved in governing because they did not accept cooperation with all the parties on whose mandates the government rested. C refused to back down from 1 of 73 points and triggered a government crisis over market rents. C voted down their own budget and triggered a government crisis when MP chose to leave. My advice to prevent this from happening is to respect each other's mandates, cooperate and compromise. I'm already a bit tired of this war Nawrocki–Tusk over who wants to lower fuel prices more and who will hit their opponent harder. On a daily basis, I deal with law and legislation, so instead of another press conference, I prefer to try to do something more useful. Let's think about whether it is possible to create a mechanism that works independently of who is currently in power and who lives in the Presidential Palace. Let's tentatively call it the Fuel Price Stabilization Mechanism - nothing more spectacular comes to mind. I’m not talking about flashy slogans like administrative price setting or the prime minister should lower it, or the president presented a bill, so the problem is solved. I’m talking about an automatic system established in law. I imagined it so that if for a certain period, the reference price of oil or wholesale fuel exceeds a set threshold, a temporary reduction in excise tax is automatically triggered. Without a political decision being made anew each time, because that leads to endless arguments at the expense of citizens. The law specifies in advance: - when the mechanism is triggered, - by how much the burden is reduced, - how long it operates, - when it automatically expires. Of course, within the limits of EU law. Because it is worth reminding a rather prosaic fact - a member state cannot arbitrarily eliminate fuel taxation. Here the 2003/96/EC directive comes in, determining minimum levels of taxation for gasoline and diesel. So just as it should be done - first the law and only then the slogans - I’m directing this to my favorite camp, the surroundings of the office. Now there remains a more important problem. If we lower the excise tax, the budget receives less money. This cost does not disappear, it does not magically evaporate. You can't just move it to the "someone may pay later" column. That’s why the mechanism should have a second arm - a temporary levy on the truly extraordinary portion of profits in the fuel sector. But not on the entire profit and definitely not on the normal operation of the enterprise. Not because the company dared to make a profit but solely from that portion that exceeds the previously defined reference level. The current government project wants to use a similar construct - the reference point is margins from 2025 increased by 20%, and only the excess is taxed. The tax rate in the project is 60%, and the projected revenues are about 4 billion PLN. The government indicates that the funds are meant to compensate for the loss of VAT and excise tax revenue resulting from protective actions. However, I would change one fundamental thing. Only PROSPECTIVELY. First, we establish the rule, then we apply it. Not the other way around. This significantly reduces the dispute over retroactivity and legal safety - the reason for Mr. Nawrocki's veto. Revenues from such a levy should be additionally separated and accounted for solely for the purposes of the stabilization mechanism. Then we can show the citizen a simple calculation: - the budget lost X from the temporary excise tax reduction, - the extraordinary levy brought Y, - and the difference is Z. No miracles or political alchemy - simplicity in full scope. But there is still one problem. If the state reduces the burden by 20 groszy per liter, it doesn’t automatically mean that the driver will see 20 groszy less on the sign. Part of the relief may be taken by the margin because who doesn’t want to make a profit... That’s why there should be parallel, public monitoring: - raw material price, - wholesale price, - taxes, - average margin, - retail price. If there is an anomaly, we have UOKiK and competition law instruments. There’s no need to immediately create a state office to set the price of diesel at 7:43 in the morning. And a final safeguard. The price returns below the statutory threshold for a certain period? The reduction expires, the levy expires. The system returns to normal mode. (translated)

Meiner Meinung nach, hat der Bundeskanzler den Auftritt bei Lawrow ursprünglich für sich vorgesehen. Er wollte als Außenkanzler punkten, der dem Russen mal sagt, was Sache ist. Er hat seine Reise zur Generaldebatte dann aber abgesagt, weil zu Hause kräftig an seinem Stuhl gesägt wird. Dann musste Wadephul ran. An der Peinlichkeit des Vorgangs ändert das natürlich nichts. Amann hat es wieder getan. Knapp anderthalb Stunden versucht sie, @JasminKosubek als zumindest ehemalige „Kreml-Sprechpuppe“ darzustellen. Besonders bemerkenswert wird es ab etwa Minute 20. Amann lässt einen Ausschnitt aus einer alten Sendung einspielen und gibt anschließend dessen Inhalt wieder. Das Problem: Ihre Zusammenfassung hat mit dem Inhalt des Einspielers kaum etwas zu tun. Was im Einspieler tatsächlich thematisiert wird: Die deutsche Fregatte „Augsburg“ war zum Begleitschutz des französischen Flugzeugträgers „Charles de Gaulle“ abkommandiert worden. Von diesem Träger aus wurden Luftangriffe (mehr als 5.200) gegen den Islamischen Staat in Syrien geflogen. Aufgabe der „Augsburg“ war es, den Flugzeugträger zu schützen und damit dessen Einsatzfähigkeit sicherzustellen. https://t.co/JalEbuCr9h Die Bundeswehr beschrieb den Auftrag selbst entsprechend: Die „Augsburg“ war aus ihrem vorherigen Einsatz herausgelöst und dem französischen Trägerverband für den Kampf gegen den IS zugeordnet worden. Auch die im Beitrag wiedergegebenen Aussagen Baschar al-Assads sind keineswegs das, was Amann anschließend daraus macht. Assad argumentiert dort, der IS könne nur wirksam bekämpft werden, wenn mit syrischen Soldaten und der syrischen Bevölkerung zusammengearbeitet werde. Luftangriffe allein würden dafür nicht ausreichen. Die britischen Luftangriffe nennt er "illegal". Anschließend ordnet ein Politiker den Bundeswehreinsatz als völkerrechtlich problematischen beziehungsweise als Kriegseinsatz in Syrien ein. Und wie fasst @MelAmann diesen Einspieler gegenüber Kosubek zusammen, die ihn im Podcast selbst nicht sehen kann? Sinngemäß behauptet sie, die Fregatte sei (immer noch) im Einsatz gegen Schlepper gewesen und Assad habe die Luftangriffe als (völker)rechtswidrig bezeichnet. Beides entspricht nicht dem Inhalt des gezeigten Beitrags. Gerade journalistisch ist das ein erhebliches Problem. Hier geht es nicht um unterschiedliche Interpretationen oder politische Bewertungen. Es geht darum, wer im Beitrag was gesagt hat und welchen Auftrag die Fregatte zu diesem Zeitpunkt hatte. Das sind überprüfbare Tatsachen. Noch abstruser ist die Gesprächssituation: Kosubek soll sich für eine Jahre zurückliegende Sendung rechtfertigen, bekommt den Einspieler selbst aber nicht zu sehen und muss sich deshalb darauf verlassen, dass Amann dessen Inhalt korrekt wiedergibt. Umso höher wäre hier die journalistische Pflicht zur präzisen und vollständigen Wiedergabe gewesen. @MelAmann, wie kann es passieren, dass Sie den gezeigten Beitrag in gleich mehreren zentralen Punkten falsch wiedergeben und diese Wiedergabe anschließend als Grundlage für die Kritik an Ihrer Gesprächspartnerin verwenden? (Rhetorische Frage. Sie sind in meinen Augen keine seriöse Journalistin, sondern linke Aktivistin.) Wer anderen journalistische oder propagandistische Verfehlungen vorhalten will, sollte beim elementarsten journalistischen Handwerk anfangen: Quellen korrekt wiedergeben. Dass „Funke“ den Podcast so abgenommen hat, ist ein Beleg dafür, dass es hier nicht um seriösen Journalismus geht. Amann fabuliert kurz darauf von faktentreuen und realitätsgetreuen Schilderungen.
