Ma dietro lo slogan si nasconde una complessa rete di ambiguità normative, vulnerabilità WTO, e un equilibrio delicato tra protezionismo, autonomia strategica e apertura commerciale. Nel nostro articolo analizziamo: le contraddizioni della definizione di “Made in Europe”; la discrezionalità della Commissione nel definire i paesi eleggibili; il nuovo compromesso del Consiglio sulla “partner origin”, più ordinato ma ancora incompleto; i rischi di un calendario legislativo che corre più veloce della capacità amministrativa di sostenerlo. Conclusione? Per essere davvero efficace, ciò che è “Made in Europe” deve essere anche fatto per durare: solido sul piano giuridico, coerente sul piano industriale, e credibile sul piano internazionale.
