Wiele sygnałów jakie widzimy powinno budzić duży niepokój. Nie zakładam, że Rosja zdecyduje się na otwartą wojnę z NATO - obecnie. Wręcz przeciwnie – obecne sygnały wskazują raczej na możliwość dalszego zwiększania presji poniżej progu pełnoskalowego konfliktu. Nie zmienia to faktu, że może to wpływać na nasze życie - które do tej pory jest w miarę stabilne i bezpieczne. Moim zdaniem możemy mieć do czynienia z czymś, co coraz bardziej będzie przypominało realny konflikt hybrydowy o dużej intensywności - znacznie większej niż w 2021 i 2022 roku. Sabotaż, cyberataki, działania przeciwko infrastrukturze krytycznej, prowokacje, incydenty z dronami i rakietami, działania wywiadowcze, dezinformacja i próby wywoływania napięć społecznych mogą być prowadzone równolegle i na większą skalę. Co jakiś czas również coś do nas wleci i być może trafi tak, że doprowadzi do ofiar i strat. I właśnie kumulacja takich działań może być największym problemem. Nie jeden spektakularny atak, ale seria pozornie niezależnych incydentów, które razem będą miały konkretny efekt: zwiększenie poczucia zagrożenia, destabilizacja, testowanie reakcji państw NATO i próba sprawdzenia, jak daleko można się posunąć bez wywołania odpowiedzi militarnej. I w tym wypadku nie możemy przyjąć ostrożnej postawy - musimy działać zdecydowanie (blokada morska obwodu kaliningradzkiego). To nie musi być wojna w klasycznym rozumieniu. Granica pomiędzy pokojem a konfliktem może jednak coraz bardziej się zacierać. Zresztą, to pomału już ma miejsce. NATO już oficjalnie mówi o nasileniu rosyjskich działań hybrydowych, a w ostatnich tygodniach pojawiły się również ostrzeżenia polskich, francuskich, litweskich, fińskich i nie tylko władz dotyczące możliwych kolejnych prowokacji i ataków. Coś ewidentnie się dzieje i służby to wiedzą. Dlatego uważam, że jesień może być okresem, w którym presja na Polskę i pozostałe państwa wschodniej flanki NATO zdecydowanie wzrośnie. Nie twierdzę, że wydarzy się konkretny scenariusz - są ich dziesiątki. Twierdzę jedynie, że warto być przygotowanym na znacznie bardziej nerwowe miesiące niż te, do których przyzwyczailiśmy się w ostatnich latach.
