Het Wetboek van Strafrecht kent geen artikel voor een premier die het land veertien jaar bestuurt alsof het een tijdelijk filiaal is op weg naar een betere functie. Ambitie is niet strafbaar. Zelfs niet wanneer de belastingbetaler de sollicitatiekosten betaalt. Moreel wordt het interessanter. Rutte begon als premier van Nederland en eindigde als secretaris-generaal van de NAVO. Daartussen lag vermoedelijk de langste sollicitatieprocedure uit de Europese geschiedenis. Nederland fungeerde als cv, proeftuin en borgstelling. Wij waren geen land meer, maar een aanbevelingsbrief met twaalf provincies. In Brussel gold Rutte als betrouwbaar. In Washington als bruikbaar. In Den Haag vooral als iemand die precies wist waar de camera stond en opvallend weinig meer wist zodra er een enquêtecommissie verscheen. Onder zijn leiding werden gezinnen door de overheid fijngemalen in de toeslagenaffaire. Groningen mocht verzakken zolang de gaswinning overeind bleef. De woningmarkt werd bevrijd van overheidsbemoeienis en kort daarna ook van gewone Nederlanders. Starters kunnen nog steeds een huis kopen, mits hun ouders dat eerst doen. Rutte bleef erbij lachen. Wie de rekening nooit zelf ontvangt, ontwikkelt vanzelf gevoel voor humor. Na ieder schandaal nam hij verantwoordelijkheid. Dat betekende dat hij het woord zorgvuldig uitsprak, zijn gezicht in de stand staatsman zette en iemand anders liet aftreden. Burgers verloren hun huis, inkomen of gezondheid. Mark verloor soms een staatssecretaris. Een bestuurder moet tenslotte ook offers brengen. Zijn geheugen hielp hem daarbij uitstekend. Internationale afspraken bleven glashelder; binnenlandse missers verdwenen achter een gebrek aan actieve herinnering. Een wonderlijke neurologische aandoening waarbij vooral belastende informatie wordt gewist en toekomstige topfuncties feilloos worden opgeslagen. Ook de democratie werd onder Rutte gemoderniseerd. Besluiten werden eerst genomen, waarna het parlement er uitvoerig over mocht debatteren. Dat gaf Kamerleden het warme gevoel dat zij invloed hadden zonder het risico dat er werkelijk iets veranderde. Democratie als kinderzitje: u mag meesturen, maar het stuur zit niet vast aan de wielen. Een ouderwetse landverrader verkocht staatsgeheimen aan de vijand. Rutte was veel moderner. Hij maakte nationale belangen onderhandelbaar, leverde zeggenschap in en noemde dat Europese volwassenheid. Nederland mocht overal aan tafel zitten, meestal dicht bij de plek waar de rekening werd neergelegd. Niets werd opgegeven. Alles werd gedeeld. Soevereiniteit werd gedeeld. Schulden werden gedeeld. Risico’s werden gedeeld. Alleen de promotie bleef persoonlijk bezit. Daarna kwam de NAVO. De man die vier kabinetten overeind hield door te doen alsof zij nog leefden, mocht voortaan het Westen bijeenhouden. Alsof je een begrafenisondernemer tot cardioloog benoemt vanwege zijn ruime ervaring met stilgevallen patiënten. Dus nee, juridisch is Mark Rutte geen landverrader. Daarvoor ontbreken een vonnis, een officieel aangewezen vijand en vermoedelijk een correct ingevuld formulier in drievoud. Maar wanneer een premier zijn land gehavend achterlaat, internationaal wordt beloond voor zijn betrouwbaarheid en onderweg zelf vrijwel onbeschadigd blijft, dringt zich toch een ongemakkelijke vraag op: aan wie was hij eigenlijk zo betrouwbaar? Misschien heeft Mark Rutte Nederland nooit verraden.
