Knettergestoord: ons tiktokkabinet verbiedt vanaf 22 september de handel in goederen uit Israëlische gemeenschappen in Judea en Samaria, Oost-Jeruzalem en de Golanhoogvlakte. Dat die maatregel inhoudelijk volstrekt absurd is, laat ik hier even buiten beschouwing. Interessanter is wat het kabinet Jetten er zélf mee zegt te willen bereiken. Het gaat hier namelijk niet alleen om die fles wijn, een zak dadels of souvenirs die straks niet meer mogen worden verkocht. De regering wil met deze koekwauserij nadrukkelijk óók een politiek signaal afgeven. De juridische werking mag dus nauwkeurig geografisch zijn afgebakend, de politieke betekenis reikt véél verder dan de verboden goederen zelf. Over deze kwestie gaat het essay van politicoloog Eliyahu Sapir. Politieke statements hebben namelijk de neiging zich uit te (laten) smeren. Eerst richt kritiek zich bijvoorbeeld op een regering of een politicus, vervolgens gaat het over de vertegenwoordigers van een staat, daarna over mensen en instellingen die ermee verbonden zijn. Uiteindelijk kan de oorspronkelijke verantwoordelijkheid geheel uit het zicht verdwijnen, terwijl het negatieve oordeel zélf intact blijft. Wat dus begon met wat iemand deed, eindigt dan bij wie of wat iemand anders is. In Nederland is dit gevaarlijke verschijnsel allang geen theoretisch risico meer, zo weten we inmiddels. Bij de herdenking van Loods 24 begon de controverse bij de Israëlische ambassadeur, maar deze verschoof al snel naar de Joodse organisatoren, en uiteindelijk naar de herdenking zélf. Een hoveniersbedrijf weigerde voor een Joodse gemeente te werken vanwege Gaza. Lenny Kuhr werd aangesproken op haar kinderen en kleinkinderen in Israël. Stolpersteine van in de Holocaust afgeslachte Joden werden met Gaza en Palestina verbonden. Op het standbeeld van Anne Frank werd “Gaza” geklad. Anne Frank heeft nooit een Israëlische regering gekozen en geen Israëlisch beleid verdedigd, want Israël bestond tijdens haar leven niet, althans niet in de vorm van de huidige staat. Op dit punt is letterlijk iedere politieke verantwoordelijkheid verdwenen. Alleen het Joods-zijn resteert nog als verbinding waarlangs het oordeel aan de wandel gaat. Ook Frans Timmermans liet onlangs zien hoe gemakkelijk zo’n perverse verschuiving plaatsvindt. Hij begon bij ‘rechts’ in Israël, maar kwam via ‘wij Joden’ terecht bij de grootouders en overgrootouders die in de Holocaust werden vermoord. Een oordeel over contemporaine politieke actoren werd daarmee verbonden aan Joods-zijn. Het is werkelijk gênant: dit kabinet weet dit natuurlijk allemaal. Minister Van Oosten erkende dat Joodse Nederlanders en Joodse instellingen op de oorlog in Gaza worden aangesproken, óók wanneer zij duidelijk andere opvattingen hebben. De antisemitisme-taskforce van het kabinet stelde expliciet dat Joden nóóit individueel of collectief verantwoordelijk mogen worden gehouden voor het handelen van de staat Israël. Yeşilgöz constateerde dat vrijwel ieder aspect van Joods-zijn inmiddels aanleiding kan worden voor bedreiging, agressie of geweld. De overheid heeft de grens tussen kritiek op Israël en het collectief verantwoordelijk maken van Joden dus zelf geïdentificeerd. Desondanks kiest dit kabinet er bewust voor om niet alleen een juridische maatregel te nemen, maar om daar zo veel mogelijk signaalwerking aan te verbinden. Dáár zit de ultieme hypocrisie. Je kunt niet aan de ene kant een taskforce optuigen omdat woede over Israël steeds opnieuw bij Nederlandse Joden terechtkomt, en aan de andere kant een maatregel nemen die beoogt een statement te zijn dat verder gaat dan de reikwijdte van de maatregel zelf. Om dan vervolgens, zodra dat statement opnieuw via Israël, Zionisme, Joodse instellingen en Joodse verbondenheid richting individuele Joden afreist, te doen alsof de overheid daar niets mee te maken heeft.
