Maria Clara Posada stated that the UNDP participated in the establishment of the Executive Secretariat of the JEP in 2017 and that, after the tribunal began to operate, it received 22 agreements. According to Posada, through those agreements, the JEP would have outsourced $201.467 billion between 2018 and 2026, despite the law prohibiting the use of international organizations to execute budgetary resources. Posada asserted that, due to its membership in the UN, the UNDP enjoyed diplomatic immunity and could not be investigated, and noted that it was unknown who was hired or what was done with the money. She also indicated that Harvey Suárez, elected executive secretary of the JEP, had 11 contracts with the UNDP between 2006 and 2018. The author added that the JEP had not considered hiring the Agency for Reintegration and Normalization (ARN) for the functions performed by the UNDP. Although, according to Posada, the magistrates claimed that the JEP was serving the victims, she stated that the entity's actions were generating more and more doubts. #PNUD #JEP #Transparencia (translated)
