Considering the circumstance that the Russian citizen L. Ragozin has publicly expressed views that are in direct contradiction to the interests of the state of Latvia over an extended period, I therefore call on the Foreign Minister to include the aforementioned person in the list of persons undesirable to the Republic of Latvia (persona non grata). In his public activities, L. Ragozin has: blamed the West for Russia's aggressive actions; spoken about the ineffectiveness of sanctions, calling them ones that provoke Russia; attempted to justify Russia's aggressive foreign policy, questioning whether Russia could have imperialist interests in gaining influence in Ukraine and elsewhere; discredited Ukraine, its political leadership, and armed forces. His expressed views have often overlapped with messages aimed at reducing Western support for Ukraine; in his public activities, he has criticized the West and Ukraine. As a result, his actions can be evaluated as those aimed at steering Western public opinion in a direction favorable to Russia. Due to such activities, it would be justified to consider L. Ragozin politically undesirable in Europe (persona non grata), but these activities cannot be regarded as such that would allow for the capture of circumstances mentioned in the Immigration Law that grant the Minister of Interior the authority to include a person in the list of foreigners banned from entering the Republic of Latvia; therefore, I call on the Foreign Minister to make a decision regarding the inclusion of the aforementioned person in the persona non grata list.
