Het aantal ambtenaren is sinds 1995 met ruim 40% gestegen. Dan wil ik toch één ongemakkelijke vraag stellen: wat heeft dertig jaar digitalisering ons eigenlijk opgebracht? We gingen van ongeveer 810.000 naar 1.135.000 ambtenaren. Ruim 40% meer. Intussen hebben we zowat alles gedigitaliseerd. Dossiers, aangiftes, attesten, facturen, databanken, loketten. Het werd ons verkocht als dé efficiëntieslag: minder papier, minder administratie en uiteindelijk ook minder personeel. Alleen dat laatste is blijkbaar ergens onderweg verloren gegaan. Want terwijl de overheid digitaliseerde, groeide haar personeelsbestand met ruim 40%. En dan wordt het pas echt interessant. In 1995 ging ongeveer 9% van ons BBP naar de rente op de staatsschuld. Vandaag is dat nog ongeveer 2%. Zeven procentpunten van het BBP die niet langer naar rentebetalingen gingen. Dat was een enorme kans om de overheid af te slanken en de lasten op arbeid te verlagen. Maar dat is niet gebeurd. De primaire overheidsuitgaven, dus zonder rente, stegen ondertussen van ongeveer 43% naar 52% van het BBP. De rentelast daalde, maar de overheid werd niet kleiner. De vrijgekomen ruimte werd gewoon opnieuw uitgegeven. Meer pensioenen, meer zorg, meer langdurige ziekte en invaliditeit, meer personeel en meer overheidsuitgaven. En ondertussen bleven de lasten op arbeid hier tot de hoogste van Europa behoren. Goedkopere schulden, geen goedkopere arbeid en ruim 40% meer ambtenaren. En nu de rente weer duurder wordt, de vergrijzing doorzet en de begroting kraakt, moeten we allemaal inleveren. Werknemers, gepensioneerden, zelfstandigen, ondernemers. Iedereen wordt gevraagd de broeksriem aan te halen. Maar wat doet een firma die in zware financiële problemen zit? Die saneert. Die snijdt in de overhead, schrapt inefficiënte structuren, bevriest aanwervingen en zet de tering naar de nering. Geen enkele CEO zou tijdens een reorganisatie 40% meer personeel aannemen en daarna de factuur naar zijn klanten sturen. Waarom vindt de overheid dat blijkbaar wél normaal? Als iedereen moet inleveren, waarom zou een overheid die haar personeelsbestand in dertig jaar met ruim 40% heeft laten groeien, zelf buiten schot moeten blijven? Misschien moet de overheid eerst maar eens verantwoorden waarom zij 40% meer ambtenaren nodig had, vóór ze ons nog één keer komt vertellen waar wij moeten inleveren.
