La banque de France a répondu à la question que je posais à son gouverneur vendredi dans le tweet ci dessous. La diminution de 58 mds en six mois de notre dette détenue par la Banque de France n’est pas due à une revente de cette dette sur les marchés. Cette diminution correspond à des obligations arrivées à échéance. Mais je soulevais un problème de fond, qui demeure : 1/ La part de la dette que nous possédons fond comme neige au soleil. En miroir, cela renforce la part détenue par les marchés, et donc leur monopole sur notre dette. 2/ Ce n’est pas un mécanisme automatique mais un choix de politique monétaire. La BCE a pris la décision de ne plus reconduire les programmes d’achat d’actifs (QE), une fois la dette arrivée à échéance. Le programme « secteur public » PSPP ? Fini en juillet 2023. Le programme « pandémie » PEPP ? Fini en 2024. La BCE écrit elle-même (08/2026) qu’elle a « abandonné » ces programmes. 3/ La France s’endettant toujours plus, mécaniquement, c’est sur les marchés qu’elle transfère cette dette. Cela lui coûte donc plus cher puisque les taux d’intérêts augmentent, que nous continuons à faire appel à des obligations indexées sur l’inflation (OATi) très coûteuses et qu’en plus nous sommes toujours plus sensibles à des fonds spéculatifs (hedge funds) étrangers installés dans des paradis fiscaux. La question de « geler » la dette détenue par la Bdf est donc majeure et cela nécessiterait que la BCE reconduise ces programmes. Question d’autant plus essentielle quand tous les pays européens ont besoin d’investir des centaines de milliards pour la bifurcation écologique et que nous ne pouvons dépendre pour cela des marchés. #Dette #BCE #Économie
