A najbardziej kuriozalne jest to, że zwykły obywatel ma pilnować każdej butelki, podczas gdy instytucja może kupić ją bez kaucji. System powinien być przede wszystkim prosty, równy i wygodny. Jeśli jego zasady są uciążliwe dla obywatela, a dla dużych podmiotów przewidziano wygodną furtkę, trudno mówić o sprawiedliwym rozwiązaniu.
