MÁS FACILIDADES PARA LA NAVEGACIÓN. El Decreto 37/25 impulsó una drástica desregulación del Régimen de la Navegación (REGINAVE). El viernes publicamos la Ordenanza 1053/26 de @PrefecturaNaval donde continuamos el proceso. Veamos... El REGINAVE subió el piso de la Matrícula Nacional de arqueo bruto de 2 a 3 toneladas, virtualmente eliminando el trámite de registración para muchísimas embarcaciones. A partir de la ordenanza queda efectivo. Para las que siguen, también se termina el absurdo de que, si debías la tasa anual de matrícula, tu embarcación tenía "automáticamente prohibida la navegación" (así, textual). El Estado usaba tu trabajo como garantía de cobro. Es decir, te imposibilitaba trabajar, que es lo que necesitás hacer si querés pagar. Ahora la deuda se reclama por vía judicial, como cualquier crédito, y el buque puede seguir navegando. El Estado también deja de pedir papeles de más. * Para importación y exportación los certificados de despacho de ARCA puede reemplazarse por una DDJJ con el número de despacho. * Para unidades nuevas construidas en serie: se matriculan con el certificado de fábrica y una DDJJ del dueño sobre su navegabilidad, con autorización para navegar automática. De la concesionaria al agua, sin inspección previa. * En motores: los de más de 5 años de fabricación no necesitan ni DDJJ ni papeles de aduana. Y el registro obligatorio de los fuera de borda sube de 40 HP a 115 HP (85 kW): con lo que una gran mayoría deja de registrarse. También modernizamos la náutica deportiva: el Registro Especial de Yates pierde su tope de 12 personas embarcadas. Hasta hoy, un yate afectado a una actividad con terceros no podía superar ese número sin mudarse a la matrícula mercante. Muchísimos operadores, sobre todo lacustres, nos imploraban este cambio. Habíamos habilitado las actividades comerciales con embarcaciones deportivas; hoy el registro deja de ponerles techo: la capacidad de cada buque la define su certificación de seguridad, no su matrícula. También habíamos prometido que los buques chicos podrían certificarse por ingenieros habilitados, y los demás por sociedades de clasificación privadas. Ese cambio queda ahora operativo: aprobaciones de construcción, homologaciones, arqueos, cambios de motor y bajas las puede certificar un ingeniero naval matriculado o una Organización Reconocida, bajo su responsabilidad. Hasta hoy, todos esos actos eran exclusividad de la Prefectura.
