FERROCARRILES. Hace años que escuchamos que es un escándalo que la carga de nuestra economía se transporte por camión y no por tren. Llega @JMilei, con la Resolución 1350/25, con firma de @LuisCaputoAR, a resolver, con el concesionamiento del Belgrano Cargas, esta asignatura pendiente que nadie, en décadas, pudo abordar. Pero es un circulo virtuoso de muchas cosas. Argentina empieza un camino de despertar y las piezas de poco empiezan a marcar su verdadero potencial. Veamos. La licitación será exitosa por el boom de la energía y la minería que genera una carga que necesita del tren. Es decir hoy hay mercado para el producto que la concesión ofrecerá. Pero sin la Ley Bases (que desreguló la exportación de hidrocarburos) y sin la Ley de Glaciares (que permitió la minería) la posibilidades de éxito hubieran sido más endebles. Una cosa destraba la otra. Si esta operación es exitosa, es porque ya en 2024 estábamos preparando el camino. (La Ley Bases también habilitó la privatización, dicho sea de paso). Segundo, porque el sistema cumple con la Ley 27.132 de acceso abierto, asegurando el uso de la infraestructura por cualquier operador de carga (como en una ruta, por donde circula el que quiera pagando un peaje). Esto nos asegura que no repetimos la experiencia frustante de concesión de los 90, donde un operador exclusivo usó la infraestructura para su propia carga pero nunca desarrolló la de terceros. El open access también mantendrá a raya los costos del operador, que por un tema de escala seguramente llevará la mayor parte del negocio. Para el equipo que armó esto en @MinEconomia_Ar vale destacar que se superó el escollo más temible, el de "dejá que yo hago la empresa rentable antes de privatizarla". Una trampa, que al poner un objetivo siempre inalcanzable en infinidad de casos simplemente paralizó la posibilidad de cualquier cambio. Por último para aquellos que critican la velocidad del avance que llevamos, les pido que tomen conciencia del trabajo que implica llevar esto a la práctica: inventarios, revisiones contractuales, relevamiento de infraestructura, definición de inversiones necesarias y opcionales. Es una tarea silenciosa pero monumental que nadie ve. Es un logro inmenso que se haya hecho en el tiempo que se hizo.
