Merkittävä osa sen toiminnasta ja resursseista menee vaikuttamiseen ja lobbaamiseen, lausuntojen ja kannanottojen tekemiseen, työryhmiin osallistumiseen, päättäjien tapaamiseen, koulutuksiin, webinaareihin, työpajoihin, tietoiskuihin ja erilaisiin kehittämishankkeisiin. Kehitysvammaliitto itse kertoo vuoden 2025 toiminnastaan esimerkiksi antaneensa 17 lausuntoa ja kannanottoa, toimineensa 35 työ- ja ohjausryhmässä sekä tavanneensa kansanedustajia, avustajia ja muita päättäjiä. Kysymys siis kuuluu: paljonko käytetystä rahasta muuttuu lopulta konkreettiseksi avuksi kehitysvammaisen ihmisen arjessa. Kehitysvammaliitto sai vuonna 2025 noin 2,4 miljoonaa euroa STEA-rahoitusta. Liitolla oli vuoden aikana 52 palkattua työntekijää. Jos sama 2,4 miljoonaa euroa käytettäisiin suoraan palvelujen ostamiseen ja avun hinnaksi oletettaisiin esimerkiksi 60 euroa tunnilta, rahalla voitaisiin ostaa noin 40 000 tuntia konkreettista apua vuodessa. Tämä olisi kymmeniä kertoja tehokkaampaa, kuin liittojen rahoittaminen. Tehottomuudesta kertoo myös se, että kehitysvammaliitto kertoo antaneensa vuonna 2025 neuvontaa 3 842 yhteydenottajalle. Vertailun mittakaavaksi: 40 000 tuntia jaettuna 3 842 henkilölle olisi keskimäärin noin 10,4 tuntia henkilökohtaista apua jokaiselle, jos se toteutettaisiin markkinaehtoisesti. Nyt henkilö saa puhelun verran neuvontaa... tehokasta?🙄 Kehitysvammaliiton Papunetilla, selkokielen kehittämisellä tai muulla ”asiantuntijatyön" kohdalla pitää kysyä : onko tehokkaampaa rahoittaa järjestörakennetta, lobbausta, lausuntoja, seminaareja ja työryhmiä vai antaa mahdollisimman suuri osa rahasta suoraan apua tarvitsevien ihmisten palveluihin? Tässä on ongelman ydin. Vammaisten varsinaisten palvelujen järjestämisestä vastaavat hyvinvointialueet. Liitot tuottavat lähinnä ”oheispalveluja”. Ts. Jos ihminen saa sydänkohtauksen, hän soittaa ambulanssin. Ei hän soita Sydänliittoon. Samalla tavoin kehitysvammaisen ihmisen jokapäiväisessä avuntarpeessa palveluvastuu on ensisijaisesti hyvinvointialueella, ei etujärjestöllä. Esimerkiksi Keski-Uudenmaan hyvinvointialue (Keusote) järjestää vammaisille muun muassa henkilökohtaista apua, asumisen tukea, kuljetuspalveluja, vammaissosiaalityötä sekä vammaispalvelujen neuvontaa ja ohjausta. Lisäksi hyvinvointialue järjestää omaishoidon tukea silloin, kun vammaisen tai sairaan henkilön hoito ja huolenpito tapahtuvat kotona. Keusotessa henkilökohtaista apua voidaan toteuttaa myös palvelusetelillä tai kilpailutetulta yksityiseltä palveluntuottajalta ostettavana palveluna. Markkinaehtoista palvelutuotantoa voidaan siis käyttää aivan hyvin julkisen järjestämisvastuun sisällä. Rahan voisi esimerkiksi kanavoida hyvinvointialueiden kautta palveluseteleiksi tai kilpailuttaa palvelut niin, että koulutetut yksityiset palveluntuottajat voisivat tarjota konkreettista apua suoraan vammaisille ihmisille. Mitä siis loppujen lopuksi tarkoittaa ”hyvinvointivaltio” tai ”pienten puolella oleminen”? Onko se mahdollisimman viisasta ja vaikuttavaa auttamista – vai rahojen kaatamista rälssiin?
