Pieniądze zostały częściowo rozdystrybuowane pomiędzy komórki tej organizacji w Afryce Zachodniej, ale część trafiła nawet na Półwysep Arabski i do centrali tej organizacji. Al-Kaida oraz Państwo Islamskie to dwa największe ugrupowania zbrojne działające w Mali i w Nigrze. Co ciekawe rywaluzują ze sobą i są wzajemnie skonfliktowane. Kontrolują znaczne tereny zachodniej Sahary, zarabiają na zbieranych samodzielnie podatkach, okupach, handlu narkotykami i na kontrabandzie. Niewiele jest też w stanie zrobić Rosyjski Korpus Afrykański, który miał zapewnić Mali spokój (i ciągłość obecnej władzy), ale Rosjanie nie radzą sobie z rebeliantami od początku swojej operacji.
