Tractoren horen daar niet en snelwegen zijn geen demonstratieterrein. Maar deze speech is volledig ongeloofwaardig. Waar was deze felheid toen Extinction Rebellion keer op keer de A12 blokkeerde? Niet één keer, maar tientallen keren. Soms dagen achter elkaar. Steeds opnieuw politie-inzet, verkeershinder en dezelfde discussie. Toen hoorden we vooral dat de burgemeester erover ging. De lokale driehoek. Politie en OM. De vrijheid om te demonstreren moest worden beschermd. Strafrechtelijk optreden en vervolgen was ingewikkeld en lang niet iedereen die van de weg werd gehaald, werd ook daadwerkelijk vervolgd. Dat beleid heeft een prijs. Want wie zelf het precedent zet, moet niet verbaasd zijn wanneer anderen zich erop beroepen. Jarenlang heeft iedereen kunnen zien dat XR de snelweg gebruikte als actiemiddel. Keer op keer. Juist doordat daar relatief weinig strafrechtelijke gevolgen tegenover stonden, is de boodschap naar buiten ontstaan: de snelweg blokkeren is kennelijk een bruikbaar middel om politieke aandacht af te dwingen. En nu doen boeren hetzelfde. Dan kun je als minister-president niet plotseling voor de camera gaan staan alsof Nederland vandaag voor het eerst ontdekt dat demonstreren op een snelweg levensgevaarlijk is. Natuurlijk moeten die tractoren daar weg. Maar de burger mag nu ook verwachten dat voor deze boeren dezelfde maatstaf geldt die jarenlang bij XR werd gehanteerd. Dezelfde bestuurlijke terughoudendheid. Dezelfde nadruk op het demonstratierecht. Dezelfde terughoudendheid met strafrechtelijke vervolging. Niet omdat dat goed beleid is, maar omdat de overheid zélf die maatstaf heeft neergezet. En precies daar ligt de lakmoesproef. Worden boeren nu ineens hard aangepakt en vervolgd waar XR keer op keer relatief weinig strafrechtelijke gevolgen ondervond? Dan heeft de overheid iets uit te leggen. Het doel van een demonstratie mag namelijk niet bepalen hoeveel ruimte je krijgt. Klimaat, stikstof, Gaza, woningnood of wat dan ook: voor de overheid hoort het spandoek niet relevant te zijn. Het gaat om het gedrag. Jetten heeft gelijk: een snelwegblokkade is gevaarlijk en onacceptabel. Maar dat was hij bij XR ook. Wie zelf het precedent zet, kan anderen moeilijk verwijten dat zij er gebruik van maken. De echte test begint daarom nu: niet hoe hard Jetten spreekt, maar of boeren daadwerkelijk hetzelfde worden behandeld als XR.
