Congress, universities, human rights groups and allied governments must coordinate: sustain pressure, use the “wrongfully detained” designation fully, document abuses, impose targeted consequences on officials responsible, and expand protections for researchers abroad. Above all, we should center the voices of the families and the detainees, and insist that human lives are not negotiable chips in geopolitical theatre.
