Het kabinet moet veel ruimer investeren in trauma-geïnformeerde, geslotenloze alternatieven: thuis- en buurtgerichte hulp, goede ambulante zorg, familieondersteuning en voldoende gekwalificeerd personeel. Zolang er nog jongeren in gesloten instellingen zitten en wetenschappelijk bewijs aantoont dat die vormen van zorg mensen schaden, is het cynisch om te volstaan met één excuusmoment. Luister naar de slachtoffers en betrek hen in de maatregelen.
