Bally Bagayoko recalled that, on October 17, 1961, nearly 30,000 Algerian men and women demonstrated unarmed in Paris against the curfew and for the equality and independence of Algeria. He mentioned more than 11,000 arrests, hundreds of deaths, and bodies thrown into the Seine, as well as decades of lies. He indicated that a march took place that very evening in Saint-Denis, for the first time, and presented the commemoration as a commitment to pass on this memory. He also paid tribute to Fatima Bedar, aged 15, who had come to support the demonstrators with her schoolbag and was found drowned in the canal. A city garden now bears her name, he wrote, adding that she should not remain an anonymous victim. Bagayoko believed that justice involved recognizing the crime of state. He stated that he had signed a petition from mayors demanding this recognition, the inclusion of October 17 on the calendar of national days, the complete opening of archives, support for transmission to young people, and assistance for survivors and their families. He called on every political force to take a clear stance, deeming 65 years of silence sufficient. According to him, acknowledging the facts was not about repentance, but about facing history and reminding children in working-class neighborhoods that their history mattered. He finally presented the memory of October 17 as a bulwark against the hatred used in electoral campaigns and the sorting of French people according to their origins. #Mémoire #Justice #Égalité (translated)

Bally Bagayoko indicated that students, teachers, and educational assistants from Paul-Éluard high school had gathered on Thursday, October 15, to defend equality of rights in education. According to him, the mobilization was taking place without violence or degradation, no projectiles had been used, and classes remained accessible. He added that some young people had brought sound equipment to dance. The mayor reported that around 10:30 am, law enforcement had used batons and tear gas without warning, according to the elected officials present. He claimed that several officers were not wearing their RIO number and that some were masked. Nesrine Gharbi, a municipal councilor, reportedly identified herself as an elected official in an attempt to de-escalate the situation before being gassed in the face at point-blank range and then struck, according to her account. The municipality provided her with support. Bagayoko specified that five people were in police custody. He also reported that around 1 p.m., a student fearing arrest had sought refuge in the school. The principal had reportedly held him in his office before police officers from the BAC entered the premises to take him away. Teachers and educational assistants had reportedly intervened. Bagayoko attributed the escalation to an intervention he described as brutal and disproportionate in the face of young people protesting non-violently. He believed that those who decided on this intervention should be held accountable and lamented the lack of a call for de-escalation from the state. The mayor stated that he had spoken by phone with the commissioner and the deputy prefect. He had asked them to put an end to the escalation and to provide explanations regarding the use of force in front of the high school, the conditions of the arrests, the retention of the student by the principal, and the entry of the police into the establishment. The city demanded that responsibilities be established and that everyone's rights be respected. Bagayoko defended the school as a place of learning, protection, and dialogue, and asserted that the demands of the high school students called for political responses: more staff, better study conditions, and increased investment in education in Seine-Saint-Denis. He added that Saint-Denis–Pierrefitte stood alongside the mobilized students, educational teams, and families. #Éducation #ÉgalitéDesDroits #Mobilisation (translated)

The association Transparence Citoyenne announced that it has initiated legal action against Yaël Braun-Pivet's refusal to provide the expense reports of members of parliament. It had requested these documents on May 20 for the period from July 2022 to May 2026. Yaël Braun-Pivet had refused on June 11, and then the ethics officer of the National Assembly also rejected the request, according to the association. Transparence Citoyenne indicated that the refusals cited the special regime of parliamentarians, national sovereignty, the oversight exercised by the ethics officer, and the protection of privacy. The association argued that the reports were accounting documents related to public functions and that society had the right to hold public officials accountable. It also referenced a decision by the Council of State in 2023 regarding the release of expense reports related to the mayor of Paris and her office. The association estimated that sensitive elements, such as the identity of a guest, could be redacted on a case-by-case basis. It also argued that no law prohibited the release of these documents and that the 2019 decision by the Council of State cited against its request concerned bank account statements, not expense reports. Transparence Citoyenne acknowledged that the process could be difficult, as administrative justice had long declared itself incompetent regarding the acts of parliamentary assemblies, but stated its intention to demonstrate that the case law had evolved. #Transparence #Justice #Démocratie (translated)
