Wow. 😮 Großbritannien geht bei der Unterstützung der Ukraine gerade einen ziemlich bemerkenswerten Schritt weiter. Nicht einfach: Wir liefern euch noch ein paar Marschflugkörper. Sondern: Wir helfen euch, sie selbst zu bauen. Die britische Regierung hat MBDA grünes Licht gegeben, der Ukraine klassifizierte technische Informationen über britische Komponenten des französischen SCALP-Marschflugkörpers zu überlassen. SCALP ist die französische Schwester des britischen Storm Shadow; beide beruhen auf gemeinsamer britisch-französischer Technologie. Der Hintergrund: Frankreich und die Ukraine haben bereits vereinbart, Produktionslinien für SCALP in der Ukraine aufzubauen. Großbritannien gibt nun die dafür nötigen eigenen Technologieanteile frei. Das ist strategisch etwas völlig anderes als die nächste Waffenlieferung. Westliche Lagerbestände können leer laufen. Lieferungen können politisch gestoppt werden. Eine eigene ukrainische Produktion schafft eine dauerhafte Fähigkeit. Nebenbei arbeitet Großbritannien mit „Project Brakestop“ auch noch an neuen, günstigeren Langstreckenwaffen für die Ukraine – ausdrücklich ohne US-Komponenten, um bei der Lieferkette nicht von Washington abhängig zu sein. So nämlich! Europa scheint langsam verstanden zu haben, worum es geht. Es reich nicht mehr, nur Waffen zu schicken. Wir müssen der Ukraine die Fähigkeit geben, sie selbst herzustellen. Denn, wie Burnham es ausdrückt: „Die Sicherheit der Ukraine ist unsere Sicherheit.“ Das Amüsante: Russland hat seinen Botschafter Andrej Kelin aus London abgezogen und bis heute keinen Nachfolger benannt – offenbar auch als Signal an die Briten, ihre Unterstützung für die Ukraine zu überdenken. Zuletzt war Moskau zudem ausgesprochen verstimmt darüber, dass die Ukraine britische Drohnen für Angriffe tief in Russland eingesetzt hat. London pfeift also auf den Wink mit dem Zaunpfahl aus Moskau und gibt der Ukraine obendrein klassifizierte Raketentechnologie. Kann man machen. 😎 Wären wir nur halb so mutig wie die Briten, wäre das Russische Haus in Berlin übrigens längst geschlossen. Mam wrażenie, że w książce "Między Bugiem a prawdą" sprzed 3 lat opublikowaliśmy znacznie dokładniejszą listę sprzętu przekazanego Ukrainie przez Polskę niż dzisiaj MON. Podczas pisania książki wskazywaliśmy, że MON nie prowadzi żadnego oficjalnego spisu przekazanej pomocy (coś jak to robią Niemcy). Do dziś w tej materii się nic nie zmieniło. To nie jest zarzut dotyczący samej skali wsparcia dla Ukrainy, lecz przejrzystości państwa. Po ponad czterech latach wojny powinniśmy dysponować oficjalnym, regularnie aktualizowanym wykazem przekazanego uzbrojenia. Oczywiście z pominięciem informacji, których ujawnienie mogłoby mieć znaczenie operacyjne. Brak takiego zestawienia powoduje, że debatę publiczną wypełniają szacunki, przecieki, domysłu i emocje. A przecież transparentność w sprawach już zakończonych dostaw nie osłabia bezpieczeństwa państwa,przeciwnie, wzmacnia wiarygodność instytucji i ułatwia rzeczową dyskusję o kosztach, korzyściach oraz odbudowie potencjału polskich sił zbrojnych. I proszę nie wrzucać tutaj zarzutu: "Rosjanie by się dowiedzieli". Rosjanie to w większości wiedzą bez publikowania tej listy. I każdy kto w porusza się w runecie o tym wie. Jeżeli inne państwa NATO potrafią publikować takie zestawienia, jednocześnie zachowując w tajemnicy informacje rzeczywiście wrażliwe, to trudno uznać, że w Polsce jest to zadanie niewykonalne. Chodzi wyłącznie o dane dotyczące sprzętu już przekazanego, a nie o plany przyszłych dostaw czy szczegóły logistyczne. Przejrzystość nie jest przeciwieństwem bezpieczeństwa. Jest jednym z elementów budowania zaufania obywateli do państwa. Tym bardziej, gdy mówimy o największym od dekad wysiłku w zakresie pomocy wojskowej i o sprzęcie wartym miliardy złotych. W demokratycznym państwie obywatele powinni mieć możliwość opierania dyskusji na oficjalnych danych, a nie na niepełnych zestawieniach tworzonych przez analityków, dziennikarzy czy pasjonatów OSINT. To nie oni powinni zastępować instytucje państwa w prowadzeniu podstawowej ewidencji informacji, które mogą zostać upublicznione bez szkody dla bezpieczeństwa. @Przeswity @KoziolWojciech #Transparency #UkraineSupport #Poland
