Det är få händelser i modern svensk förvaltningshistoria som blottlagt en så total avsaknad av grundläggande rutiner som just IT-stölderna på Regeringskansliet. Det som rullades upp i slutet av 2019 och början av 2020 var inte ett sofistikerat bankrån eller ett utländskt spionage, utan en ensam anställd som under flera års tid i lugn och ro promenerade ut genom dörrarna med skattefinansierad elektronik värd miljonbelopp. Här är en djupdykning i hur detta gigantiska, byråkratiska haveri kunde inträffa. 1. Brottsupplägget – Så gick stölderna till Huvudpersonen i skandalen var en man i 30-årsåldern som var anställd som IT-tekniker och administratör på Regeringskansliet. I sin roll hade han behörighet att beställa in ny IT-utrustning till departementens anställda. Hans tillvägagångssätt var bedövande enkelt: Han beställde enorma mängder dyr elektronik (främst splitternya Apple-produkter som Macbooks, iPhones, iPads och Apple Watches) via Regeringskansliets interna inköpssystem. När leveranserna kom till Rosenbad och de andra regeringsbyggnaderna, såg han till att personligen hämta ut pallarna och paketen innan de hann registreras på någon specifik slutanvändare. Utrustningen smugglades ut i ryggsäckar och väskor. Därefter sålde han produkterna vidare i oöppnade originalförpackningar på plattformar som Blocket och Tradera, samt till olika andrahandsföretag för elektronik. Pengarna gick till ett lyxliv, spel och dyra bilar. 2. Det systematiska haveriet – Varför märkte ingen något? Det stora "haveriet" låg inte i att en person begick ett brott, utan i att systemet tillät det att pågå år efter år utan att en enda varningsklocka ringde. Regeringskansliet, som ska vara Sveriges bäst bevakade och mest välskötta arbetsplats, saknade helt grundläggande rutiner för inventering. Det fanns ingen fungerande avstämning mellan vad som köptes in och vad som faktiskt delades ut. Miljontals kronor brändes på fakturor från leverantörer, men ingen på ekonomiavdelningen reagerade på att en enskild tekniker tycktes beställa datorer till en hel armé. Säkerheten på Regeringskansliet är extremt hög när man ska gå in (röntgen av väskor, larmbågar, id-kontroll). Men när man går ut kontrollerades inte de anställdas väskor. Teknikern kunde därför dag efter dag fylla sin ryggsäck med skattefinansierade laptops och bara promenera ut genom spärrarna. Kulturen beskrevs i efterhand som djupt naiv. Omfattningen och prislappen När polisen och internutredarna till slut började nysta i härvan växte skandalen till ofattbara proportioner. Utredningen visade att mannen hade stulit omkring 4 000 enheter. Det totala värdet på den stulna utrustningen uppgick till drygt 15 miljoner kronor. Tidsperiod: Stölderna hade pågått systematiskt från åtminstone 2018 fram till att han greps i början av 2020. 4. Säkerhetsrisken – Var det fara för rikets säkerhet? Säkerhetspolisen (Säpo) kopplades tidigt in eftersom stöld inne på Regeringskansliet alltid bär en risk för spionage. Lyckligtvis visade det sig att utrustningen mannen stal var helt ny och oöppnad. Datorerna och telefonerna hade aldrig hunnit kopplas upp mot regeringens interna, hemliga nätverk och innehöll därmed ingen känslig information. Motivet var rent ekonomiskt, inte ideologiskt eller främmande makt-relaterat. Men incidenten visade med skrämmande tydlighet hur enkelt en infiltratör hade kunnat föra in eller ut utrustning i lokalerna. 5. Efterspelet och konsekvenserna Mannen greps och dömdes senare till fängelse för grov stöld och grovt häleri. Flera av de företag och privatpersoner som köpt de stulna varorna i tron att de var legitima förlorade både produkterna (som beslagtogs av polis) och sina pengar. Riksrevisionen genomförde en granskning och riktade svidande kritik mot Regeringskansliets administrativa avdelning (RK Förvaltning). De slog fast att det fanns obefintlig internkontroll och tvingade fram en total omarbetning av hur staten köper in och registrerar IT-utrustning. Efter haveriet tvingades Regeringskansliet införa strikta serienummerkontroller och stängda inköpskedjor där hårdvara måste kvitteras ut personligen och kopplas till ett anställningsnummer. IT-stölderna blev en dyr och oerhört pinsam väckarklocka för staten.
