A není to ani "80 milionů", ale "až" 80 milionů. Nejprve 20, po několika dnech opět 20, po několika týdnech "možná" 20 a po několika dalších týdnech, opět možná, dalších 20 milionů povolenek. Ano. Evropská komise chce "zastropovat" cenu tím, že na burzu hodlá vypouštět postupně 1,4 % ročního obchodovaného objemu povolenek. V dějinách volného trhu takto ještě nikdy nikdo burzu "nezastropoval". Byrokrati z DG Klima v čele s Danuší Nerudovou ale hodlají principy volného trhu porazit, jak jinak. Takže ne, cena ETS 2 není zastropovaná. Onen milník ani není na 45 eurech, ale na 60. A strop spočívá v tom, že se na trh pustí místo plánovaných 3 % rezervních povolenek v původním návrhu, dramatická pauza, neuvěřitelný dvojnásobek. Český Národní klimaticko-energetický plán (NKEP) počítá s raketovým růstem ceny ETS i ETS 2, konkrétně na 240 euro/ks. již v roce 2034. Bude-li cena nižší, nepodaří se Evropany donutit snížit emise na cíle, které si byrokrati vytyčili. Není to jen český NKEP - ETS 2 mají plnit kasu Evropské unie. A existuje naprosto zásadní disproporce mezi tím, co Evropská komise říká občanům a tím, co reálně plánuje. To by ta cena nesměla být skutečně zastropovaná a povolenky by musely každý rok stát více a více - přesně tak je také systém nastaven.
