Am 19. August 2020 berät ein externes PEI-Gremium in Anwesenheit des damaligen Präsidenten Klaus Cichutek über die Zulassung der mRNA-Impfstoffe. Dort finden sich bemerkenswerte Aussagen. 1. Stellte man fest, dass der IST-Zustand damals folgender war: »kursierendes Virus, relativ wenige Erkrankungen und Infektionsherde in DE, moderate bis starke Ausbreitung im Ausland (entspricht aktuellem IST-Zustand)« Daraus folgte die Schlussfolgerung: »Prinzipiell Anwendung nur von regulär zugelassenen Impfstoffen.« 2. Name leider geschwärzt: »Bei einer in Deutschland derart geringen Mortalitätsrate empfiehlt es sich ihrer Ansicht nach nicht, mit einem wenig geprüften Impfstoff zu arbeiten, solange nicht das Worst-Case-Szenario besteht.« Die geringe Mortalitätsrate blieb bestehen, und trotzdem wurde ein wenig geprüfter Impfstoff zugelassen. Das Protokoll zeigt also, dass diese Zweifel auch intern geäußert wurden. 3. Stellte man völlig richtig fest: »für bestimmte Bevölkerungsgruppen (Kinder, Schwangere) sollte eine sehr sorgfältige Nutzen-Risiko-Abschätzung erfolgen. Der Einsatz des Impfstoffes sollte nur unter kontinuierlichem Safety-Monitoring erfolgen und es sollte versucht werden, serologische Daten während der Impfstoffanwendung zu generieren.» Es fand jedoch kein adäquates aktives Sicherheitsmonitoring statt und die Rohdaten sind bis heute geheim. Außerdem wurden Schwangere und Kinder geimpft. Auch hier gab es Fachleute, die bereits vor der Zulassung die Risiken der Corona-Impfkampagne erkannten.
