La raffineria di Ryazan, gestita da Rosneft, è invece uno dei principali impianti di raffinazione russi ed è indicata come la più grande della regione. È in funzione dal 1960 e produce una gamma ampia di derivati: benzine AI-92 e AI-95, diesel, bitume e altri prodotti petroliferi. Le fonti la descrivono anche come un impianto di grande capacità, con circa 13-17 milioni di tonnellate annue a seconda dell’anno e della misura considerata, e con un peso rilevante nella raffinazione russa complessiva. Nel marzo 2024 la raffineria fu presa di mira da droni e scoppiò un incendio, secondo il governatore regionale e varie testate. Nel novembre 2025 Reuters ha riferito che la raffineria aveva sospeso la lavorazione del greggio dopo un altro attacco, con stop della principale unità di distillazione.
