Dat is vervelend, vooral voor een regering die internationaal graag vooroploopt, zolang anderen het zware werk doen. Daarom komen minister Dilan Yeşilgöz en staatssecretaris Derk Boswijk met het Dienmodel: een bestuurlijke sorteermachine waarmee jongeren stap voor stap richting uniform worden geleid. Natuurlijk begint alles vrijwillig. In Den Haag begint dwang altijd vrijwillig. Eerst ontvangt de jongere een vriendelijke enquête. Daarna wordt de enquête verplicht. Vervolgens worden ook het gesprek, de selectie en de medische keuring verplicht. Alleen het daadwerkelijk aantrekken van de kistjes blijft dan nog even vrijwillig. Tot de regering vaststelt dat de “internationale veiligheidssituatie” verder is verslechterd. Dan kan ook de opkomst worden afgedwongen. Zo rolt de overheid een bevel tegenwoordig uit als een telefoonabonnement. De eerste maand gratis, daarna zit uw kind eraan vast. Niet alle jongeren worden opgeroepen. Alleen degenen die Defensie nodig heeft. Dat heet selectieve dienstplicht. Wie selecteert? Op grond waarvan? En vooral: welke jongeren zullen wonderlijk genoeg nooit door het algoritme worden aangewezen? De kinderen van ministers, hoge ambtenaren, partijvoorzitters, wapenlobbyisten en talkshowstrategen zullen ongetwijfeld over zeldzame medische afwijkingen beschikken. Een zwakke rug door het dragen van hun privileges, vermoedelijk. Nederland heeft decennialang kazernes gesloten, materieel verwaarloosd en militairen als sluitpost behandeld. Nu blijkt de krijgsmacht te klein en wordt de rekening niet naar de verantwoordelijke bestuurders gestuurd, maar naar jongeren die nog bezig zijn hun leven op te bouwen. Dezelfde generatie die geen huis kan betalen, wordt straks misschien wel geschikt bevonden om een loopgraaf te betrekken. Dat betekent niet dat zij automatisch naar Oekraïne worden gestuurd. Dat staat niet in het plan. Maar wie mensen verplicht selecteert, keurt en oproept, bouwt wel degelijk de infrastructuur waarmee een regering later over hun inzet kan beslissen. De principiële vraag begint daarom niet pas bij de grensovergang. Zij begint bij de keuringsarts. Een land mag zich verdedigen. Een krijgsmacht is noodzakelijk. Maar politici die offers vragen, moeten eerst eerlijk vertellen welk land wordt verdedigd, tegen welke concrete dreiging en met welk doel. “Onze vrijheid” is geen blanco cheque waarop bewindslieden naar believen de levens van andermans kinderen kunnen invullen. Vrijheid bescherm je niet door jongeren langzaam aan dwang te laten wennen. En vrede verdedig je niet met bestuurders die zelf nooit dichter bij een loopgraaf komen dan de zandbak van een NAVO-receptie.
