Osoby sprawujące tak wrażliwe funkcje powinny podlegać rzetelnej ocenie predyspozycji psychicznych i emocjonalnych do wykonywania obowiązków. Każdy wiarygodny sygnał o nadużywaniu władzy lub krzywdzeniu podwładnych powinien uruchamiać niezależną ocenę, czy dana osoba nadal powinna zajmować stanowisko. Nie jest to diagnoza Moniki Horny-Cieślak. To standard, którego powinniśmy wymagać od urzędników mających realny wpływ na życie rodzin.
