Cependant, le langage diplomatique tenu de part et d'autre ne donne aucune information sur le détail de ce projet d'accord, ni sur les engagements du Sénégal, tels qu'ils ressortent du communiqué du FMI : • Quels sont les engagements du Sénégal sur le « traitement de sa dette » ? • Quelles sont les principales réformes prévues (viabilité des finances publiques, protection des ménages vulnérables, mobilisation des ressources intérieures, rationalisation des dépenses, filets de protection sociale, supervision des entreprises publiques, environnement des affaires…) ? • Quid des audits internationaux de la dette qui étaient exigés ? Autant d'engagements qui interpellent tous les Sénégalais, au nom desquels ils sont pris et qui en supporteront seuls le poids actuel et futur. Pour avoir participé pendant de longs mois à ces discussions et en connaître certaines orientations qui ne reproduisent que les erreurs du passé, j'en appelle à la transparence absolue. Ce genre de négociation étant sanctionné par un projet de document, appelé mémorandum de politiques économiques et financières, validé par les deux parties, je demande au gouvernement du Sénégal : • de publier ce mémorandum pour une information correcte et pour qu'un débat sain soit ouvert sur les engagements du Sénégal ; • à défaut, de le transmettre à l'Assemblée nationale, représentation populaire. Dans tous les cas, les grandes orientations de ces engagements seront contenues dans une éventuelle loi de finances rectificative (LFR) ou dans le projet de loi de finances pour l'année 2027 qui sera soumis à l'Assemblée nationale au mois d'octobre 2026.
