Il n’appartient à aucun individu ni à aucune institution. Il appartient aux joueurs, aux supporters, aux clubs, aux associations membres et à toutes les institutions chargées de préserver son avenir. C’est dans cet esprit qu’en tant que confédérations représentant leurs membres, nous prenons aujourd’hui la parole collectivement. La croissance enregistrée au cours de la dernière décennie est bien réelle. Mais ces progrès n’ont jamais été l’œuvre d’un seul individu. Ils sont le fruit du travail de la FIFA, des Confédérations, des Associations Membres et des milliers de personnes qui consacrent leur vie au football. L’élargissement des compétitions, l’attribution des Coupes du monde de la FIFA 2030 et 2034, la distribution de ressources aux associations : tout cela constitue des réussites collectives, décidées ensemble et réalisées ensemble. Il ne s’agit pas d’argent. Les Confédérations ont déjà appelé à une distribution responsable des importantes réserves financières existantes de la FIFA afin de renforcer davantage les investissements dans le développement des Associations Membres. Il ne s’agit pas non plus de priver une Association Membre du soutien qu’elle a obtenu, malgré les discours alarmistes adressés à nos membres pour laisser entendre le contraire. Il ne s’agit pas davantage de revenir sur l’élargissement des compétitions, l’attribution des Coupes du monde ou toute autre décision prise collectivement. Ces décisions ont été prises ensemble et doivent être maintenues. Il s’agit de quelque chose de bien plus fondamental : l’intégrité du football et l’intégrité de ceux qui ont été élus pour le diriger. La direction du football n’est pas une possession. Il ne s’agit pas de détenir — ou d’exiger de conserver — le pouvoir. Il s’agit d’un devoir de service envers la famille du football qui vous accorde sa confiance. Lorsque cette confiance est brisée par la tromperie, lorsqu’un individu se place au-dessus du collectif qui lui a confié son autorité, ce devoir a été abandonné. La récente lettre de la FIFA adressée à ses vice-présidents et aux 211 Associations Membres reconnaît que des erreurs ont été commises au cours du processus. Elle présente cela comme un défaut de communication, alors que ce dont le football a été témoin constitue une erreur de jugement. Une proposition menée dans des délais extrêmement courts, sans véritable consultation, et poussée vers une échéance avant que les Associations Membres aient pu examiner correctement ses conditions, n’est pas le résultat d’un simple oubli : c’est le résultat d’une démarche conçue pour limiter l’examen et le contrôle. La FIFA n’a pas reconnu que la proposition elle-même était fondamentalement mauvaise. Elle ne reconnaît toujours pas que tenter de vendre une participation dans la Coupe du monde de la FIFA constituait une profonde erreur de jugement — non pas seulement une faute de procédure, mais une rupture fondamentale de confiance avec les institutions mêmes que la FIFA est censée servir. La FIFA s’est également engagée à présenter un rapport complet sur ces événements au Conseil de la FIFA. Là encore, elle ne reconnaît pas qu’une bonne gouvernance, face à une erreur de jugement aussi grave, exigerait qu’un tel examen soit mené par un tiers totalement indépendant, et non par la FIFA elle-même, ses employés ou toute autre partie prenante du monde du football. L’administration de la FIFA ne devrait jouer aucun rôle dans la conduite de cet examen.
