The parliamentary group PASTEF – The Patriots announced that after two days of work in the Finance and Budget Control Commission, it had decided not to adopt the draft rectifying budget law (PLFR) 2026 as it stands. Dans l’interview Le Figaro de Sébastien Lecornu, il y a un arrangement avec la vérité que je ne peux laisser passer. A la question de savoir s’il compte utiliser le 49.3 ou les ordonnances, il répond : « la France insoumise fait de l'obstruction pour ensuite reprocher au gouvernement d'utiliser un 49.3 afin de surmonter l'obstruction. Je leur fais une proposition : qu'ils ne fassent aucune obstruction parlementaire. Il n'y aura ni 49.3, ni ordonnances, et à la fin, il y aura un vote ! » Suivant les débats avec minutie, je suis bien placée pour dire que depuis 2024, aucune opposition, LFI ou autre, ne joue l’obstruction sur le budget. Notons même, fait inédit dans une discussion budgétaire, que les groupes qui soutiennent le gouvernement déposent plus d’amendements que les groupes d’oppositions réunis ! Depuis 2022, le 49.3 est utilisé par le gouvernement, non pour déjouer une obstruction, mais parce que minoritaire, il cherche les moyens d’éviter le vote. Quand il n’y parvient pas, comme lors de la première lecture de la partie recettes l’an dernier, le budget est battu. Pour cela, c’est d’ailleurs lui qui à plusieurs reprises a joué la montre afin de dépasser les délais impartis au débat budgétaire et ce malgré les efforts des oppositions de réduire leur nombre d’amendements en séance pour éviter cet enlisement. Enfin, je peux témoigner que le 49.3 a aussi été utilisé pour éviter les modifications parfois profondes apportées par l’Assemblée au texte. Et ce même quand la ministre du budget pour le PLF 2026, appelait à co-construire le budget avec le Parlement. D’ailleurs, le seul cadre dans lequel les débats ont pu aller à terme et le budget soumis au vote, et à chaque fois être battu, c’est la commission des Finances qu’un député de l’opposition préside. Si le gouvernement veut s’engager à n’utiliser ni 49.3, ni ordonnances, il verra que l’Assemblée ira au vote.
