Państwo zaoferowało 20-letnie kontrakty różnicowe, które gwarantują inwestorowi określone przychody. Inwestorzy natychmiast wrócili. Właśnie rozstrzygnięto aukcje na dwie farmy o łącznej mocy 1,8 GW. Zwycięskie ceny wyniosły 67,42 i 72,50 euro/MWh. W takich warunkach energia z offshore jest już "konkurencyjna" jak ryzyko inwestycji bierze na siebie państwo, czyli konsumenci.
