Moskal przedstawił go jako rewelację: „Ujawniam rządową korespondencję – szykują się na olbrzymie fale nielegalnych imigrantów! To dowód, że Tusk kłamie ws. Paktu migracyjnego. Pakt Migracyjny wchodzi w fazę realizacji. Polska zmieni się nie do poznania jeśli tego nie zatrzymamy”. Wpis zdobył ponad milion wyświetleń i stał się podstawą szerokiej narracji opozycji o rzekomym tajnym przygotowaniu do masowej relokacji. Wspomniane zaangażowanie Wojska Polskiego dotyczyło współpracy cywilno-wojskowej i transportu w sytuacjach kryzysowych, a nie „przewozu nielegalnych imigrantów” w ramach unijnego paktu. Pismo nie było tajne, nie miało klauzuli, a jego treść nie dowodziła wdrażania mechanizmów solidarnościowych paktu migracyjnego ani przygotowań do masowej relokacji. Rząd Donalda Tuska wielokrotnie deklarował, że Polska nie będzie przyjmować migrantów w ramach przymusowych kwot. Fact-checking serwisów takich jak Konkret24 i Demagog uznał przekaz Moskala za manipulację i wyjaśnił, że dokument dotyczył standardowego planowania kryzysowego, a nie realizacji paktu. Moskal przedstawił rutynową aktualizację procedury, obowiązującej już za rządów jego formacji, jako dowód na kłamstwo premiera i początek „zmiany Polski nie do poznania”. To klasyczna manipulacja faktami. Autentyczny dokument, ale całkowicie zakłamany kontekst i wnioski.
