Quattro agosto 1974, dodici morti in galleria a San Benedetto Val di Sambro. Prima c’era stata piazza Fontana, diciassette morti nel dicembre del 1969. Piazza della Loggia a Brescia, 28 maggio 1974, otto morti sotto la pioggia durante un comizio antifascista. Gioia Tauro, sei morti. Peteano, tre carabinieri saltati in aria. La questura di Milano, quattro morti. Un elenco che quasi nessuno ricorda per intero, e già questo è una vittoria postuma di chi le bombe le ha messe.   Non sono opinioni. Sono sentenze passate in giudicato. Ordine Nuovo, Avanguardia Nazionale, i NAR. Fioravanti, Mambro, Ciavardini, Cavallini, Bellini. Licio Gelli e la P2 per i depistaggi. Tutto questo arriva dopo il tentativo di golpe Borghese del dicembre 1970, la notte in cui un pezzo di apparati dello Stato provò a prendersi il paese.   Il metodo aveva un nome tecnico: strategia della tensione. Funziona così. Si semina terrore tra gente qualunque, si aspetta che la paura produca domanda di ordine, si incassano leggi più dure, più controllo, più repressione. La bomba non serve a uccidere quelle ottantacinque persone. Serve a spaventare i cinquanta milioni rimasti vivi.   Adesso la parte scomoda.   Guardate cosa è successo in questi giorni a Ceuta. Migliaia di persone partite a nuoto da Castillejos, i corpi che il mare continua a restituire davanti al frangiflutti del Tarajal. Ottantaquattro finora, sessantasette recuperati dalla Guardia Civil e altri diciassette dalle autorità marocchine, e il conteggio non è chiuso. Al centro della reazione politica del nostro governo non ci sono stati quei morti. C’è stato il ripristino dei controlli alle frontiere con la Spagna per un mese, il vocabolario della “minaccia ibrida”, il richiamo al terrorismo. Il dramma trasformato in materia prima entro ventiquattr’ore. In Spagna peninsulare, va detto, non è arrivato nessuno.   La tecnica cambia. La logica no. Allora il terrore veniva prodotto con le bombe. Oggi la paura viene alimentata trasformando ogni tragedia in un’emergenza permanente. Cambiano gli strumenti, resta l’idea che una società impaurita sia più disponibile a rinunciare a libertà, diritti e garanzie in cambio della promessa di sicurezza.   Nel 1980 a pagare erano i pendolari di Bologna, con un nome, una faccia, una foto sul giornale. Oggi pagano corpi senza documenti che il mare restituisce a pezzi o non restituisce affatto. Quei morti finiscono per diventare funzionali a una narrazione politica fondata sull’emergenza permanente.   Dal 2014 a oggi l’Organizzazione internazionale per le migrazioni conta più di trentamila persone morte o disperse nel Mediterraneo. Nessuna commissione d’inchiesta. In compenso decreti sicurezza, CPR, accordi con la Libia, centri in Albania.   Gli eredi politici del MSI governano oggi il Paese. È legittimo chiedersi se abbiano davvero reciso ogni continuità culturale con quella tradizione oppure se ne abbiano semplicemente sostituito gli strumenti. Se ieri il consenso passava attraverso la paura delle bombe, oggi passa attraverso la paura dello straniero. Cambia il nemico, cambia il metodo, resta la funzione politica della paura al centro del discorso pubblico.   Mattarella oggi ha detto che la strategia neofascista voleva distruggere libertà e democrazia.
